On March 12, after Huairou District held the working conference on severely cracking down illegal construction, various towns and townships in the district has seriously applied the guidelines set out by the district government at the conference, taken proactive actions and rapidly adopted measures to compulsorily demolish illegal constructions on relevant lands.

　　Yanqi Township of Huairou District takes four measures to demolish illegal constructions with a firm hand. Firstly, the Township Construction Office and Illegal Construction Investigation and Punishment Office jointly conducted investigations in villages, and grasped in detail the circumstances of illegal construction occupying arable land and forest land in various villages; the town mayor has concentrated majorly on safety plan, demolition plan, safety investigation, file formulation, issuing demolition notice with time limit and posting announcements. Secondly, a special steering group, with village head as group leader and staffs from work stations stationed in villages as members, was established, and assigned personnel to do well pre-demolition policy explanation, ideological channeling with principals, as well as the conciliation, water/power cut and livestock isolation work during demolition. Thirdly, to get their priorities right. Leyuanzhuang Village with most illegal constructions covering the largest area was listed as one of the first-batch demolition objects according to the number and area of illegal construction in each village; professional demolition companies were also invited to demolish illegal constructions in various villages successively; the Township Construction Office, the Illegal Construction Investigation and Punishment Team and the Township Management Team have offered well-organized assistance.

　　Miaocheng Township of Huairou District applies four mechanisms to reinforce land conservation. 1. Illegal construction dynamic patrol mechanism. Illegal construction comprehensive patrol team making up of staffs from the Township Management, Township Construction and Safety Sections was established, and important areas were divided; the patrol and inspection system for regular areas was also formulated. 2. Illegal construction pre-management mechanism. All of the construction projects under execution within the town's jurisdiction must be approved by joint meeting attended by multiple departments, which is obliged to inspect whether a project complies with layout, land utilization conditions, and whether it is ready for commencement, complies with safety criteria and is eligible for governmental approval with three conditions. 3. Village-level unit patrol mechanism. The village-level land law enforcement information personnel system was perfected, and the village-level patrol network featuring "reaching boundaries horizontally and bottom vertically" was constructed. 4. Accountability mechanism. The town government has signed letters of responsibility with various villages; if any of the members of the Villager's Committee or the Party Committee of a village participated in illegal construction, the town government will call to account his or her personal responsibility on the basis of severe investigation and punishment.  The demolition work is proceeding at present.

　　According to the holistic action plan set out by the Government of Huairou District, all the projects occupying arable land discovered according to 2009 satellite photos or through patrol, must be demolished prior to April 25.On April 13, over 60 persons organized by the People's Government of Beifang Township from the government and the urban management team compulsorily demolished 7 illegal constructions within the town which covers a total area of 17,300 square meters. On April 14, Yanqi Township demolished illegal constructions in Leyuanzhuang Village by calling out 210 persons consisting of polices, urban management staffs, institution cadres and demolition workers and employing 7 heavy mechanical demolition machineries. Nineteenth illegal constructions involving 15 villager families and covering an area of 16,600 square meters were demolished.

　　Up to the present, the demolition work of illegal constructions in related towns is in intensive but orderly progress.
