During the period from the beginning of 2010 to April 2010, Huairou District People's Congress held symposiums and meetings respectively with departments of Huairou Office of Beijing Municipal Bureau of Land and Resources, Huairou Office of Beijing Planning Bureau and Huairou District People's Court. Huairou District held its 26th session of the Third People Congress on April 28, where the report on the work in implementing the Land Administration Law was adopted.

　　During the Congress, entrusted by the District People's government, Zhou Xiangmin, Director of Huairou Office of Beijing Municipal Bureau of Land and Resources made a report on the work in implementing "the Land Administration Law". The report consists of three parts: the work already done, major problems in work and the key work in the next stage. All fellow deputies deliberated this report with reference to the situation of District People's government in implementing "the Land Administration Law" and research of the people's congress, voted on and finally adopted this work report.

　　Zhu Zihe, Vice District Mayor attended the Congress and listened to the deliberation. He thanked the deputies for their understanding and support.

　　The following suggestions were presented on the Congress: first, the publicity shall be strengthened to increase the awareness of cadres and residents on knowing the law, using the law and complying with the law; second, arable land protection system shall be strictly implemented to clearly define responsible parties and intensify the accountability; third, the administration and leadership of cadres in town and village levels shall be further strengthened to fulfill administration responsibility by local people; fourth, "Several Provisions of Huairou District on Curbing and Punishing Illegal Land Use and Illegal Construction (Tentative)" issued on March 11 by Huairou District People's Government shall be implemented carefully to reinforce mandatory demolition and achieve the effect of "educating a lot by punishing one" so as to effectively curb new illegal land use, maintain a proper order for land administration, and promote the harmonious and sustainable development of economy and society in Huairou District.
