In accordance with the functional orientation of Xicheng District and the requirements set out by authorities at higher level, the Xicheng Office of Beijing Municipal Bureau of Land and Resources has fostered the awareness to better serve central and state organs, sizeable enterprises, colleges and universities, and adopted a variety of measures which have achieved positive results. The measures include: Firstly, pursuant to requirements set out by the Municipal Government and the Municipal Bureau of Land and Resource, speed up land use examination and approval for key and crucial projects, open green channels, and achieve "processing special affairs specially, and urgent ones urgently" based on the principle of "reducing the former approval time by half"; perfect and optimize the examination and approval flow, provide service proactively, intervene in advance and designate specially-assigned responsible person. Secondly, make research and in-depth analysis diligently on various practical problems which occurred during the land registration for central institutions, organize, time after time, workshops on land registration and certificate issuance for central institutions within the District, proactively introduce the circumstances of common problems encountered in the registration process to land use institutions, and exchange views on relevant specific issues with central institutions, vigorously pushing forward the District's land registration work. Thirdly, seriously analyze and study mapping problems set forth by central institutions, audaciously introduce the competition mechanism originated from mapping market, making the measurement tasks formerly requiring a processing time of one month, or even several months be finished within a week, which has greatly reduced the duration from application acceptance and certificate making, improved working efficiency and received praises from central institutions in the District. Fourthly, take the opportunity of the Second Survey on Land Use and the general registration of land, adopt the "going out" working method, and pay visit to central institutions and garrisons stationed in Beijing to actively propagandize relevant policies, which has achieved sound outcomes.
