The pilot project of constructing public rental housing on collective-owned land differs completely from those so-called "houses with limited property rights". Constructing public rental housing on collective-owned land is a new policy we've been exploring for the purpose of widening the channels of public rental housing, meeting the temporary housing demands of migrants and other people in industrial parks clusters around urban-rural fringe areas in various ways, increasing farmers' industrial incomes, as well as improving the environment of urban-rural fringe areas in the process of urban-rural integration. The pilot project of constructing public rental housing must comply with general plans for land use and the city's landscape, as well as plans for construction of villages and townships. Furthermore, the main body for the construction, the nature and mode of land use shall be defined strictly, and examination & approval procedures for the project shall be handled according to the law. The research and formulation of relative policies are in progress. The "house with limited property rights" is a kind of commercial residential building which is illegally constructed on collective-owned land. These are two totally different concepts. Our Bureau will handle the "houses with limited property rights" in compliance with the unified state policies.
