Recently, state specially invited ombudsmen from the Ministry of Land and Resources came to our Bureau for a research on Adjustment and Control over Real Estate Land Use and the Situation of Gross Housing Land and Supply & Demand in Hotspot Cities, accompanied by staff from Law Enforcement and Supervision Bureau and Land Utilization Management Department of the Ministry.
In the morning, the research team made a field trip to Fangshan District. Accompanied by Deputy Director of the Bureau LI Jun and Deputy District Mayor of Fangshan District, they observed such medium and small sized common commercial housing projects like price-capped housing and housing with capped price but open land tendering and heard debriefing from Fangshan district government and relevant development and construction entities.
In the afternoon, the research team came to Beijing Land Market Transaction Lobby and held discussions with Commissions of Development and Reform, Finance, Planning, Construction and relevant divisions from our Bureau. Chief Planner DING Xiao briefed on housing land management and adjustment/control in Beijing. The ombudsmen fully recognized Beijing’s determination and effects on implementing the state macro adjustment and control policies, and pointed out that Beijing’s measures and practices of creative working mechanism can be very good learning examples, for example, government oriented increase of reserves, relentless efforts of perfecting and innovating Bid Invitation, Auction and Listing system and the multi-measure guaranteed year-on-year increasing power on indemnificatory housing construction embodies the integrity, scientific nature and forward looking. Finally, the research team expressed the hope and wish to focus more on protruding problems like Beijing’s big population, housing land supply, etc., studying on national level long-acting mechanisms of integrating land policy into macro adjustment and control.
Division of Control and Supervision
