Field Research on Economical and Intensive Land Use of Tianzhu Airport and Yanqi
Development Zone

Led by Wang Bing, Director of the Regulation and Monitoring Service Department of the Beijing Municipal Bureau of Land and Resources, the inspection team with experts from Beijing Economic Information Committee, Beijing Municipal Development and Reform Commission, Beijing Municipal Planning Commission, and the Planning Office, the Land Use Department, the Land Reserve Center and the Law Enforcement Team of Beijing Municipal Bureau of Land Resources did field researches on the achievements and problems of land use efficiency of Tianzhu Airport and Yanqi Development Zone from Oct. 19 to 20, 2011. The field research had in-depth discussion on the economical and intensive land use of the two development zones, on the situation when they have submitted their application to upgrade into national-level Economic and Technological Development Zones.

The two development zones did reports on their development status, development potentiality and problems, and put forward their advantages of the application for the upgrading. The Regulation and Monitoring Service Department did thorough analysis of the land use efficiency and conservation of the two development zones and pointed out their strengths and development potentiality for the upgrading application. Experts from Beijing Economic Information Committee pointed out that the two development zones should pay attention to the consistency and efficiency of the various indicators. Beijing Municipal Planning Commission pointed out that the two development zones should pay focus on the effective integration of the existing space and industries in order to maximize the land use efficiency within the development parks.

  The followings are the suggestions proposed by the experts and synthesized by Wang Bing:

1. The two development zones should make an overall planning on the basis of comprehensive development of Beijing.

2. The two development zones should highlight their features and try to reflect their competitive advantages.

3. The two development zones should do more field researches and analysis with the close integration with the urban planning and land use planning rules.

At the meantime, Wang Bing proposed three detailed suggestions on the

upgrading application:

Firstly, the two development zones should make advance preparation for the upcoming intensive land use evaluation and reinforce the data base to lay a basic foundation for the upgrading application.

Secondly, the two development zones should make advance preparation of the application materials and highlight the overall leading effect and regional radiating effect.

Thirdly, the application materials should specify and clarify the positioning and planning of the functional areas in diagrams and graphs.
