Beijing Municipal Bureau of Land and Resources attaches great importance to the implementation of the important speech of the central leaders and put forward special instructions and "three-combination" principles for the following implementation. The first principle is to combine the implementation of the important speech of the central leaders with this year's key tasks. The second principle is to combine the research of the difficult and major issues with the application of the scientific achievements. The third principle is to combine the current foundation task with the future strategic researches. The work programs include the "Implementation Program", the "Major Issues Research Program", the "Reform Summary Program", and the "Publicizing and Learning Program".
　　The "Implementation Program" put forward seventeen major tasks in accordance of the important speech of the central leaders, and the major tasks and the current hot issues need to be resolved this year. The "Major Issues Research Program" put forward ten research programs on the long-term deep-seated problems that may affect the overall land and resource management. The "Reform Summary Program" puts focus on the pilot study of the bidding, auction and listing system of the land resources in Beijing. The pilot study aims to summarize the methods and experience of the policy of the operational land (mainly commodity housing), to find out the existing problems, and to work out the suggestion on the foundation of classification land policy.
　　Beijing Municipal Bureau of Land and Resources will carefully implement the tasks of the programs, make feasible work plan, clarify the deadline of each program, and specify the iimplementation to specific staff. At the meantime, the branches are supposed to work out feasible plans to implement the programs in accordance of the requirements of the work programs combing with local major issues, in order to guarantee the effectiveness of the implementation.
