In 2011, Beijing Municipal Bureau of Land and Resources has taken many procedures to improve the fund management of land reserves. Firstly, the bureau issued the management rules of capital expenditure of land reserves, further clarifying the approval and disbursement procedures of the land reserves fund and guaranteeing the safe and reasonable use of the fund. Secondly, the bureau took the monthly schedule system of the land reserves fund. The capital planning cycle was extended to three months, to ensure a scientific and feasible fund planning and a time guarantee of bank loans. Thirdly, the bureau has developed weekly report system, reporting the weekly income and expenditure of land reserves fund, state regulation and the hot issues of land market, to provide basis for decision making.
