In 2013, the Bureau's Major Project Office performed the mass line to boost the implementation of major projects and to solve some historical problems in approval and certificate issuance of the state-owned enterprise land rights, in which Major Project Office's member units (Land Registration Division, Utilization Division, Regulation Division) and various Branch offices entered the enterprises to do in-depth research, understand the actual situation and convene on-site office meeting, and Chief Planner Ding Xiao presided over and convened scheduling meetings for several times. At present, Major Project Office had establish a working mechanism of approval and certificate issuance of the land rights for some non-profit state-owned enterprises such as Tap Water Group, Electric Power Company, Beijing Public Transport Holdings (Group) Ltd., Gas Group, etc. In order to solve the historical problems like loss and expiration of procedure, Land Registration Division, together with relevant divisions and Branch offices, worked out some guiding opinions on approval and certificate issuance of the enterprise land rights.
　　On Dec. 27, 2013, Circular of Beijing Municipal Bureau of Land and Resources on Transacting the Land Registration for Water and Drainage Facilities of Beijing Tap Water Group (No. 637 [2013] of Beijing Land Registration Division), issued by Land Registration Division to Branch offices in various districts and counties, combed and standardized the approval and registration of Tap Water Group's land rights, involving initial land registration, identification of state-owned land use right types, confirmation of rural land ownership, land amendment registration, shared land allocation and use identification, which solves some historical problems in approval and registration of Tap Water Group's land rights effectively and lays a sound foundation for its land's use and circulation.
　　The Circular is a major breakthrough to solve the historical problems in the land of the state-owned enterprises as well as an active response to the requirements of The 18th Third Plenary Session: forming natural resources asset property right system with clear ownership, clear rights and liabilities and effective supervision. In 2014, Major Project Office will take this opportunity to serve the enterprises better.
