Recently, Beijing Municipal Bureau of Land and Resources completed the mid-term evaluation for the overall plan of land use. Generally, the plan was implemented properly. Land is increasingly ensuring the sustainable development of population, resources and environment. However, some problems still exist in different development stages, for example, excessive urban and rural construction land, unsustainable compensation balance of farmland, incompliant use of land, flat scale of additional land and returned construction land, and severely different implementation between districts and counties.

Regard to the preceding problems, Beijing Municipal Bureau of Land and Resources proposed to strengthen dynamic control in the following aspects: first, consolidate the evaluation basis, and focus on dynamic changes on four categories of land (cultivated land and basic farmland, construction land, illegal occupied land, and ecological land; secondly, establish a mechanism for annually reporting the plan implementation in the previous year to the municipal government; thirdly, organize the performance assessment to improve dynamic supervision on the plan implementation of all districts and counties and ensure that the plan is implemented as required.
