On March 21, the Model Creation Offices under the Ministry of Land and Resources and Beijing Municipal Bureau of Land and Resources visited and investigated the Excellence Program of the model county (city) for land and resources. The Model Creation Office under the Ministry of Land and Resources, the Model Creation Office under Beijing Municipal Bureau of Land and Resources (the Regulation and Control Division, Human Resources Division, Office, Party Committee, Discipline Inspection and Supervision Division, and Law Enforcement Corps), and Chaoyang Sub-bureau of Land and Resources attended the meeting.
The performance of Model Creation Program is debriefed in this meeting. The leaders of the Model Creation Office highly appraised the work for the Model Creation Program of Chaoyang District, and communicated with the related instructions, procedures and tasks. The work patterns, publication theme, etc of the Model Creation Program of Chaoyang District in the next stage were discussed in the meeting. The following agreement consent is reached upon communication:
1. Implement the Model Creation Program of Chaoyang District as the model county (district), refine the featured patterns for the use of land, and establish typical benchmarks in accordance with the spirit of “the 18th CPC National Congress” and the Third Plenary Session of the 18th CPC Central Committee, the spirit of the speech made by Xi Jinping, General Secretary of the CPC, during the investigation in Beijing, and the economical and intensive use of land and ecological civilization.
2. Improve the awareness and form an efficient work pattern as follows: led by the district sub-bureau of land and resources, the district government organizes, coordinates and promotes the creating activities, and relevant authorities and offices actively cooperate to implement the creating activities.
3. Summarize the experience and lesson of the previous two activities for the Model Creation Program, consolidate the activities to diagnose the investigation work based on one-veto indicator, focus on the study on excellent areas, and stress the features and highlights on the economical and intensive use of land in Chaoyang District.
4. In accordance with Notice on Strengthening Publicity of Economical and Intensive Use of Land and Resources by the General Office of the Department of Homeland (GTZT Ref. No. [2013]775), focus on strengthening of publicity of creating activities of Chaoyang district, fully mobilize the initiative of economical and intensive use of resources by all levels of party committees, government and public, thus to establish a good environment for public opinions.
It is a great inspiration and encouragement for the basic units due to further investigation on basic level, explanation of relevant regulations and discussion of national policies for economical and intensive use of land and resources by the Model Creation Offices under the Ministry of Land and Resources. In particular, it is worth thinking that "the economical and intensive use of the land and resources is a solution for future development, or it might be the only way out" proposed by Liu Yang from the Excellence-Creating Office, which inspires the officers for awareness improvement of creating activities on basic level. Wang Bin, the Deputy Chief Planner, expressed thanks for the support of the Excellence-Creating Office, and required that the important instructions given by the General Secretary, Xi Jinping, during his Beijing trip should be fully learned and understand, so as to improve awareness, highlight the characteristics, dare to innovate, and successfully implement the creating activities based on the realities in Chaoyang district, thus to make all efforts to establish a better Chaoyang District where is developed economically with large-scale buildings, full of forests and beautiful scenes.
