The 2014 Supply Plan of Beijing Municipality for State-owned Construction Land Is Approved at the Executive Meeting of the Municipal People’s Government

    On March 25, 2014, Beijing municipal people’s government held the 35th executive meeting to review the 2014 supply plan of Beijing Municipality for state-owned construction land. In the meeting, Wei Chenglin, Director of Beijing Municipal Bureau of Land and Resources, reported the execution of the 2013 supply plan for state-owned construction land as well as the idea and key information of the 2014 supply plan for state-owned construction land, etc. on behalf of the preparing unit. All participants in charge from each unit agreed to the 2014 supply plan for state-owned construction land. They also proposed suggestions and comments for enhancing the economical and intensive use of land, fully tapping the potential of stock land, and continuing to increase the land for livelihood, etc.

    Finally, Mayor Wang Anshun made the following instructions: the arrangement and idea of the 2014 supply plan for state-owned construction land conformed to the current situation, focused on the people's livelihood and key projects, and promoted economical and intensive use of land; the plan was approved in general; the preparing unit should submit the plan to the Ministry of Land and Resources of the P.R.C. and disclose it to the public in time upon modification and improvement based on the comments and suggestions made in the review meeting. Wang Anshun also emphasized the following points: first, we must resolutely implement the instructions made by Xi Jinping, General Secretary of the CPC, during the investigation in Beijing, and properly handle the relationship between the capital’s economic development and its population, environment, and resources; second, we must fully consider the bearing capacity of resources and environment, actively revitalize the stock land for construction, and appropriately handle the relationship between the incremental land and the stock land, and between the state-owned land and the collective land; third, the planning, agriculture, land, and other related departments must coordinate to make an overall study and find a solution to deal with the relationship between the protection of cultivated land and the improvement of ecological environment in a water-deficient city like Beijing; fourth, we must enhance the study on the industrial layout and structure in the new era, and properly handle the relationship between population employment, decentralization, and industries; fifth, we must guarantee livelihood projects, and resolutely implement the tasks assigned by the central government to construct indemnificatory and comfortable housing and continue transforming shantytowns during the 12th Five Year Plan Period.
