In order to accelerate elderly care facility construction by efficient use of construction land stock, on Sept 28, 2014, Beijing Municipal Bureau of Land and Resources, together with Beijing Municipal Commission of Development and Reform, Beijing Municipal Commission of Urban Planning and Beijing Municipal Bureau of Civil Affairs, held a seminar for carding elderly care facility construction projects using construction land stock and settling issues related to land supply. The seminar was attended by leaders in charge from the Control & Monitoring Division, the Land Use Division, the Utilization Center, the Storage Center and the district-level and county-level branches of land and resources and civil affairs.
At the seminar, the attendants from the Control & Monitoring Division briefly transmitted the spirits of the documents concerning elderly care facility construction issued by the state and the municipal government recently, and those from districts and counties reported details of preliminarily carding elderly care facility construction projects using construction land stock within their jurisdictions. The attendants from commissions, offices and bureaus expressed the resolution to actively and fully support elderly care facility projects. First, both the state and the municipal government have paid high attention to elderly care facility construction recently, and many policy documents have been unveiled by departments in short time. They should be timely learned and transmitted at the district and county level, and their spirits should be acknowledged to offer policy supports for accelerating elderly care facility projects.
Second, according to the spirit of the mayor Wang Anshun’s instruction, during pushing elderly care facility projects, it is necessary to emancipate our minds, enhance the top-level design and supervision, bravely progress, make bold innovations, bravely shoulder responsibilities and tackle difficulties to fulfill the tasks of this year.
Third, elderly care facility construction projects using construction land stock should be further carded all around, and land supply modes should be actively studied. Enterprises should be normatively guided. In company with accelerating development of the elderly care industry, formality handling for such project should be regulated to avoid problems left over and keep strict the 2 red lines as follows: 1. elderly care facilities should be self-operated, or wholly, but not in parts, transferred or leased upon approval by related departments (civil affairs, etc.); 2. elderly care communities where medical care and elderly care are combined and the function of elderly care plays the major role should be built, and should not be used for any other purpose.
