A Land Parcel for Self-occupied Housing in Fangshan District Listed in the Land Transaction Market – Practice of “New Policy on Sept. 30”

  In response to the requirement of “accelerating the land supply for self-occupied commodity housing” under the “New Policy on Sept. 30”, Beijing Municipal Bureau of Land and Resources, on November 16, issued an announcement on listing and transfer of R2 Type II residential unit at Lot 02-0066, Hancunhe Town, Fangshan District, with a land area of 7.05 hectares and building area of 98,700m2. According to listing documents, the building scale for residential purpose on the parcel will be totally used for constructing self-occupied commodity housing (the largest suite is 90m2 in area), with limited selling price of RMB13,500/m2 (including full-decoration costs). In 2016, up to now, about 321,600m2 building area can be provided for commodity housing for self use among the residential lands issued in the Land Transaction Market of Beijing.

  On the same day, a F3 Other-Type land for multi purpose enter the market at Lot DX00-0301-0144, No.1 North Area, Beijing Economic-Technological Development Area, with a land area of 2.36 hectares and building area of 75,600m2. The parcel is located within China New Media Development Zone. In order to promote the industrial restructuring in the zone, according to the opinions of the People’s Government of Daxing District, the listing document has specified that the total building area of the project shall be owned and operated by the winning bidder for 20 years. If the winning bidder needs to transfer or sell in partitions after the said 20 years, the consent of the People’s Government of Daxing District shall be obtained in advance. For now, there are four parcels for commercial use listed in the Land Transaction Market of Beijing, namely two B4 for comprehensive financial service and two B23 for research & development design in Shijingshan District. The transfer conditions of the said four parcels specify the requirements on self-owned proportions and prohibitions on “purpose transfer from commerce to residence”.

  In addition, two pilot parcels under the rules of “Limiting House Price & Bidding Land Price” in north Haidian District were listed for on-site bidding on the same day. According to the bidding rules, the reported percentage of self-owned area of the two parcels reaches 100% and will be transferred to the reporting procedures for the construction schemes of high-standard commercial housing. The developers with 100% self-owned area as reported should submit the construction schemes of high-standard commercial housing within 10 days after the on-site bidding. The committee formed by specialists will evaluate the schemes to select the winning bidder. Besides the planned construction schemes and operation plans of commercial housing owned by enterprises, the construction schemes for high-standard commercial housing should cover the start level of green building, utilization of renewable energies, use ratio of green building materials, implementation ratio of prefabricated building, prefabrication ratio of prefabricated building, full-decoration ratio, ratio of building with ultra-low energy consumption, central ventilation system and seismic mitigation and isolation technique, and other products and technical measures to improve building quality and efficiency, all of which aim to further guarantee the quality of self-occupied housing under rigid demand.
