Notice on Partial Assignment of No. 2 Field of Environmental Renovation and Land Reserve Project in Dawangjing, Cuige Village, Chaoyang District of Beijing

Beijing Kuntai Real Estate Development Group, AVIC Capital Co., Ltd and Beijing Rongqiao Property Co., Ltd jointly acquired State-owned Construction Land Use Right Assignment contract [Jing Di Chu [He] Zi (2011) No. 0165] of No. 2 Field of Environmental Renovation and Land Reserve Project in Dawangjing, Cuige Village, Chaoyang District of Beijing (hereafter referred to as “Dawangjing Project”) in May 2011 by tender. In October 2011, the transferee of the assignment contract was changed to the project company—Beijing Qianjing Real Estate Development Co., Ltd which incorporated by the successful bidder according to the ratio of investments. The tender document and assignment contract agreed as “in order to ensure the overall quality of the property in the region, the transferee shall hold or manage the project (except for residence and apartment) on a long-term basis and shall not be allowed to split the sale in principle. If it is necessary to split, it shall be examined and approved by Chaoyang District Government”.

In July 2016, the transferee and our bureau signed a supplementary agreement annex. The contents of the assignment contract were changed to:

The assignment of land area is 62,731.51 square meters; the type of parcel is independent.

The planning construction area of assignment parcel is 611,876 square meters, of which ground floor area is 391,876 square meters [including business of 30,331 square meters, cultural and entertainment of 11,241 square meters, office of 349,515.50 square meters (business apartments of 75,303.50 square meters included), and civil air defense outdoor entrances and exits of 788.50 square meters], and of which underground area is 220,000 square meters [including underground garage of 96,631.13 square meters, underground business of 18,824.97 square meters, underground culture and entertainment of 3,900 square meters, underground office of 8,320.45 square meters, underground storage of 3,145 square meters, the municipal roads underground passage of 180 square meters, subway facilities (passageway) 37.5 square meters, facility room of 33,586.35 square meters, bicycle garage of 4,079.60 square meters, and civil air defense of 51,295 square meters].

According to the Planning Permit of Construction Engineering [2013 Gui (Chao) Jianzi No.0119, No.0120, 2014 Gui (Chao) Jianzi No.0068, No.0069, No.0093, No.0096, No.0097, No.0108, No.0109, No.0110 and No.0111] on No.2 Field Project approved and issued by the planning department. This assignment of parcel includes 23 separate engineering in total, including 618-1 # business office building (business apartment included), 618-2 # business office building, 618-1 # and 618-2 # building underground garage, 618-3 # business office building, 618-1 # and 618-2 # civil air defense outdoor entrances and exits, 618-3 # and 618-4 # civil air defense outdoor entrances and exits, 618-5# civil air defense outdoor entrances and exits, 618-3 # building underground garage, 618 plot subway facility(passageway), 623 culture center, 623-1 # and 623-2 # civil air defense outdoor entrances and exits, 623 plot underground garage, 626-1 # business office building, 626-2 # business office building, 626-1 #, 626-2 #, 626-3 # and 626-4 # civil air defense outdoor entrances and exits, 626-1 # building underground garage, 626-2 # building underground garage.

On October 18, 2016, Chaoyang District Government specially sent a letter to our bureau. It is proposed that the assignee Beijing Qianjing Real Estate Development Co., Ltd intends to transfer four corresponding right of construction land use of 618 plot of No.2 Field Project to Beijing Juye Property Co., Ltd, including 618-3 # business office building, 618-3 # building underground garage, 618-5 # civil air defense outdoor entrances and exits, and 618 plot subway facility (passageways); it intends to transfer four corresponding right of construction land use of 626 plot to Beijing Hangtou Property Co., Ltd, including 626-1 # business office building, 626-1 # building underground garage, 626-1 # and 626-2 # civil air defense outdoor entrances and exits; it intends to transfer four corresponding right of construction land use of 626 plot to Beijing Zhongyan Real Estate Development Co., Ltd, including 626-2 # business office building , 626-2 # underground garage, 626-3 # and 626-4 # civil air defense outdoor entrances and exits.

The proposed part of planned construction area is as follows:

Beijing Juye Property Co., Ltd: The total construction area is 118,800 square meters, of which the ground floor area is 80,000 square meters [including business of 10,830 square meters, office of 69,125 square meters, and civil air defense outdoor entrances and exits of 45 square meters]; of which underground construction area is 38,800 square meters [including underground business of 4,910 square meters, underground garage of 20,848.5 square meters, underground office (logistics room) 400 square meters, facility room of 2,200 square meters, bicycle garage of 1,980 square meters, subway facility (passageways) of 37.5 square meters, and civil air defense outdoor entrances and exits of 8,424 square meters].

Beijing Hangtou Property Co., Ltd: The total construction area is 135,382 square meters, of which the ground floor area is 91,482 square meters [including business of 11,466 square meters, office of 79,877 square meters, and civil air defense outdoor entrances and exits of 139 square meters]; of which underground construction area is 43,900 square meters [including underground business of 4,391.97 square meters, underground garage of 18,646.63 square meters, underground office (logistics room) 917.45 square meters, facility room of 8801.35 square meters, bicycle garage of 536.6 square meters, and civil air defense outdoor entrances and exits of 10,606 square meters].

Beijing Zhongyan Real Estate Development Co., Ltd: The total construction area is 12,4500 square meters, of which the ground floor area is 80,000 square meters [including business of 3,600 square meters, office of 76,282 square meters, and civil air defense outdoor entrances and exits of 118 square meters]; of which underground construction area is 44,500 square meters [including underground business of 5,200 square meters, underground garage of 17,982 square meters, underground office (logistics room) 3,256 square meters, facility room of 7,596 square meters, bicycle garage of 508 square meters, and civil air defense outdoor entrances and exits of 9,958 square meters].

Among them, the 618 plot (618-1 # business office building, 618-2 # business office building) building has acquired Beijing Pre-sale Permit of Commercial Housing [Jing Fang Shou Zheng Zi (2015) No.20].

This is the publicity of the above proposed transfer of parcel, with the publicity period of 15 days. If a person of relevant rights and interests has any objection, please submit a written objection to our bureau or Beijing Municipal Bureau of Land and Resources Chaoyang Branch within 15 days since the issue of the notification. If no objection is proposed within the days, it shall be deemed to have no objection.

If there is no objection, the bureau will transact the approval procedures of the above transfer of land in accordance with relevant procedures.
