In order to implement the Letter of Beijing Bureau of State Land Supervision on the Feedback of Centralized Inspection Opinion on Routine Supervision and the Periodic Rectification of Beijing in 2017 (Guo Tu Du Cha Jing Han [2018] No. 21) and the spirit of video and telephone conference held in Beijing on April 19, Beijing Municipal Commission for City Planning and Land Resources Management together with the departments concerned plan to jointly carry out the mid-term inspection work at the municipal level with respect to the rectification of problems discovered in land supervision in 2016 and 2017 from June 14 to June 26.The inspection of rectification of the problems discovered by land inspectors in 2016 and 2017, including the problems pointed out in the inspector's opinion, the city's common problems, the key issues to be followed up and major violations of laws and regulations, etc., was carried out on the basis of the completion of self-examination and the rectification reports in each district.
The verification carried out inside and outside the industry inspected all the corrections and initial correction in each district by sampling no less than 15 % of the corrected problems and no less than 5 % of the initially corrected problems. By consulting more than 2,000 documents, including the plans, programs, relevant information, correction of problems, rectification ledgers, etc. of the rectification task team in each district, an internal inspection lodger and a list of problems to be corrected was formulated. By inspecting 2017 problematic sites including those of illegal land demolition and alteration, construction on idle land , facility agricultural planting greenhouses, and fallow arable land replanting, etc., the inspection team filled in the inspection form, collected the video data, and established an inspection ledger and a list of problems to be corrected. After the on-site inspection, each inspection team submitted the preliminary inspection report to the district government, and each district promised to correct the remaining problems and report the result to the inspection team within 3 days.
On July 9, at the mid-term inspection results review meeting presided over by the chief engineer of Ding Xiao and attended by relevant municipal bureaus, leading offices within the bureau and personnel from various sub-bureaus, the attendees of the meeting shared views on the inspection and put forward suggestions for correction according to the result of the on-site inspection. The final results of the inspection were formally reported to the district governments based on the opinions of all the attendees of the meeting, and a report on the problem correction of the whole city was submitted to the municipal government for examination and approval before submitting to the Beijing Bureau of State Land Supervision and the municipal government performance office (supervision and investigation division).
For the mid-term inspection, five inspection teams consisting of personnel from relevant municipal departments, relevant offices within the commission and various sub-bureaus of the commission were organized to conduct inspections in various districts under the leadership of commission’s competent leader. This inspection is a preliminary test, but also a promotion and mobilization to rectify the problems found by the inspectors in various districts, laying a foundation for the year-end inspection work. Additionally, the inspectors have improved their ability by sharing views and learning from each other in the inspection as the trained members and the reserved talents of the inspection team.
