In order to actively promote the construction of policy-related houses and make efforts to improve people's livelihood, on the morning of November 16, 2018, the Beijing Municipal Commission for City Planning and Land Resources Management and the Beijing Municipal Committee of Housing and Urban-Rural Development invited relevant departments and industry experts to hold a symposium to discuss how to improve the design level of policy-related houses. The symposium was hosted by Deputy Inspector Tao Zhihong and attended by 51 chief architects and creative designers from 13 large design entities.

The opinions and suggestions of the expert team, administrative departments and industry entities were listened at the symposium. The expert team analyzed the current industry environment, expressed the views on the industrialization and productization of policy-related houses, and compared the design management methods of traditional residential projects and prefabricated residential projects, pointing out the design bottleneck. It was recommended that the relevant departments improve the design standards for policy-related houses, edit the standard design drawings, establish a reward and punishment mechanism for policy-related house projects, focus on training expert teams, guide the industry development, and call on young architects to pay attention to policy-related house projects. The administrative departments sorted out the development and evolution of policy-related houses, and showed the changes and management results of policy-related houses from initial, advancing, rapid development to high-quality development stages, explained the quality assurance system constructed by the program evaluation system, the finished house delivery system, the quality consultation system, the project demonstration system, the excellent component system and the trial prototype room system, emphasized the importance of design standardization and its technical support, and called on master teams to participate in policy-related house projects to lead the industry. Industry entities expressed their thoughts on the standardization, industrialization and productization of policy-related houses and suggested strengthening the preliminary research on policy-related house projects.

It was emphasized at the symposium that the new era had new requirements for housing. It was necessary to treat policy-related houses according to the high standards for building a world-class habitable city and to create quality projects whose quality is not lower than that of commercial houses so that ordinary people can live with dignity. The Beijing Municipal Commission for City Planning and Land Resources Management and the Beijing Municipal Committee of Housing and Urban-Rural Development should strengthen cooperation and joint management, provide a better working environment for industry entities and stimulate the creative enthusiasm of designers. The relevant departments are required to combine the expert evaluation system, guide the design direction through bid and bidding, and pay attention to the cityscape. The Beijing Municipal Commission for City Planning and Land Resources Management and the Beijing Municipal Committee of Housing and Urban-Rural Development should, in concert with industry associations, organize the promotion meeting to study the charging mechanism, create good industrial environment and retain design talents. The integrity management system should be introduced to limit the entities with poor policy design capabilities.

The symposium pointed out that the administrative departments should be problem-oriented, improve the policy-related house design standards, enhance the living environment of the people, control the number of households in the project, strengthen housing industrialization, reduce construction costs, commend outstanding projects and advocate high-level and high-quality policy-related house projects. The design entities should strengthen self-discipline and use high-quality programs and project cost control as a means to increase design fees. Architects should pay attention to humanized design, and use the responsibility system as a guideline to increase the emphasis on policy-related house projects.
