Zhou Tongwei serves as the Deputy Secretary of the Party Leadership Group of Beijing Municipal Commission of Planning and Natural Resources, as well as the Commission’s Deputy Director-General.

Zhou oversees the HR Division, Party Affairs Division (Party Building Division), Discipline Division (Discipline Inspection Office of the Party Leadership Group), Workers’ Union, Retirees’ Office, Beijing Land Storage Center, and the Commission’s Publicity Center. He is also in charge of office affairs, ecological restoration, mineral resources management, geological exploration, and finance-related issues. He further oversees matters related to natural resources rights registration, petition handling, information disclosure, and comprehensive administrative affairs.

Zhou works in liaison with the Beijing Urban-Rural Fringe Area Construction Leadership Team Office and the Commission’s Changping Branch.
