Notice on Launching the Digital Regulatory Platform for Construction Drawings in Beijing

To whom this may concern:

As per the “Implementation Plan for Deepening the Reform of Construction Drawing Review System in Beijing” (JGZF [2022] No. 194), the “Implementing Measures of Beijing on Permit-upon-Commitment for Design Quality of Engineering Project (trial)”, the “Implementing Measures of Beijing on Conducting Joint Random Inspection over the Design Quality of Engineering Project (trial)” and the “Credibility Management Measures for Surveying Quality of Engineering Projects in Beijing (trial)” will officially enter into force on September 1, 2022, upon which the Commission will launch the digital regulatory platform for construction drawings in Beijing. Please read the following for details:

I. Launching of the Digital Supervision System

The digital regulatory platform for construction drawings in Beijing will be officially launched on September 1, 2022, the former digital system for drawings review will be terminated. Construction agencies can declare in the section of “Approval Management System for Engineering Project” on the Capital Window website, or by logging in the website of web.bjsgtsc.cn.

Projects submitted onto the previous “drawings review digital system” before 18:00 of August 31 shall follow the previous policy, provided that the project has entered into the acceptance stage for pre-review, and has obtained a QR code for archival drawings outside the range of the pre-review).

II. Digital Processing of Services

Newly reformed measures for drawings review such as Permit-upon-Commitment, joint random inspections and credibility management will be shifted online. The Commission will conduct random post-case inspections via the digital regulatory platform by working in association with other related agencies at the municipal level. The construction drawings for archival purposes shall be affixed with a QR code. All relevant information such as field inspections, verification and acceptance, as well as the personnel information, credibility and administrative penalties of surveying and design agencies will be searchable online.

III. Classified Declarations

The digital supervision platform will feature 3 types of declarations: pre-review of construction drawings; post-case random inspection, and fire design review of special projects. In order to help enterprises improve handling efficiencies, the platform will support both a scenario-based declaration and smart declaration.

1. Pre-review

Covering municipal infrastructure projects, confidential projects, major government-invested projects and important livelihood projects.

2. Post-case random inspection

Including newly built, expanded and renovated housing construction projects whose drawings are not subject to review; interior renovation of non-special construction projects; and low-risk projects invested by private capital.

3. Fire design review

Special construction projects falling into the categories prescribed by the “Interim Provisions on the Management of Fire Protection Design Review and Acceptance of Construction Projects” (Decree No. 51 of the Ministry of Housing and Urban Development) are subject to pre-reviews. The construction agency shall upload the wholistic set of drawings. After the fire design review is completed, the system will push relevant materials to the module for post-case random inspection.

IV. Data Continuity

Data on the previous “drawings review digital system” will be retained. Information of declared projects, effective design changes and negotiation documents previously uploaded will also be found on the new digital supervision platform.

    Please be kindly reminded that after the digital regulatory platform is officially put online, it will publish information such as policy interpretation, user guide and key points of post-case inspection.
