Survey and design agencies in Beijing:

I. All enterprises holding engineering survey and design qualification issued by housing and urban-rural development authorities during the period from January 1, 2021 to December 31, 2021 are required to submit statistical reports.

II. Each enterprise should study the “Engineering Survey and Design Statistical Investigation System” (Annex 1), understand the meaning of statistical indicators, and the relationship between the data, submit an accurate statistical report on time and ensure the authenticity and accuracy of the reported data.

III. Enterprises should log in the national statistical survey management system (http://jzsc.mohurd.gov.cn) (“Platform” hereinafter) for engineering survey and design, and construction project supervision on May 31, 2022 to fill in statistics, and upload a stamped copy of Letter of Commitment signed by the legal representative of the enterprise (as shown in Annex 2). Hard copies of the aforementioned may not be submitted. 

IV. Enterprises with an engineering survey and design revenue (excluding subsidiaries, the same below) of 600 million RMB or more (inclusive) should also upload a scanned copy of the stamped Financial Index Declaration Form signed by the legal representative, as well as other Financial Statements reflecting the company’s business revenue through the Platform before June 30, 2022, and submit the hard copy to the Division of Construction Market Supervision of the Ministry of Housing and Urban-Rural Development. Enterprises that fail to submit within the required time or submit materials that do not accurately reflect the revenue will not be included in the national engineering survey and design revenue ranking list.

V. In order to gain information about the development of enterprises in the city and strengthen the management of the industry, enterprises are required to fill in the “Supplementary Questionnaire of 2022 Beijing Survey and Design Industry Annual Statistical Report” (http://beijingkanshexie.mikecrm.com/5omlB1d) and ensure the authenticity, accuracy and completeness of the information provided.

VI. The statistical report system is free for use by all enterprises concerned. Users can download the instructions from the homepage of the Platform in advance. In case of any problems in the process of submitting statistical reports and filling out questionnaires, please contact relevant department at 010-68010400 or 010-68022699.

VII. All enterprises shall provide the information required for the statistical survey in a true, accurate, complete and timely manner in accordance with the Statistical Law of the People’s Republic of China and relevant state regulations, and shall not provide untrue or incomplete information, nor report late or refuse to report statistical information.

VIII. Refusal to submit, late submissions, or concealing information in the 2021 statistical report will lead to a bad corporate record, and will make the enterprise a potential target for subsequent qualification inspections.
