Notice on Soliciting Coordinated Development Plans for the “One Line and Four Mines” and Surrounding Areas in Western Beijing

In order to implement Xi Jinping Thought on Ecological Civilization, practice the concept that “lucid waters and lush mountains are invaluable assets”, and promote the green development of Beijing’s ecological conservation area, preserve the industrial legacy of four 100-year-old mines and deepen integrated development of the region, the Mentougou District Government of Beijing Municipality joins with the Beijing Municipal Commission of Planning and Natural Resources and Beijing Energy Holding Co., Ltd. in soliciting Coordinated Development Plans for the “One Line and Four Mines” and Surrounding Areas in Western Beijing. We invite design institutions or consortia around the world with successful experience in similar projects to participate in the preliminary round of selection, after which four final applicants will stand out winning the bid for this project.

This project aims at renovating old industrial sites, recovering rural village looks, restoring eco-environment and revitalizing the cultural atmosphere in the region. It is expected that the project will transform the region into a model for old mine renovation, coordinated development, ecological protection and historic culture preservation.

I. Overview

1. Project Name:Coordinated Development Plans for the “One Line and Four Mines” and Surrounding Areas in Western Beijing

2. Project scope

The project involves “One Belt, One Line and 12 Designated Stations”.

The “One Belt” refers to the belt-shaped area of about 99 km2centering along the railway line from Beijing’s Xizhimen to Mentougou. The area is about 27 km long from east to west and 6 km wide from north to south. “One Belt” also covers all the inventory land and existing buildings along the line such as towns, streets, villages and mining areas.

The “One Line” refers the landscape area subject to renovation. It’s the area within the line of sight of passengers aboard the trains running on the Xizhimen-Mentougou Line. The “One Line” area stretches 100 to 1,500 meters wide from north to south, and covers an area of 20 km2as it passes through the Chengzi Street, Longquan Town, Miaofengshan Town, Wangping Town and Datai Street.

The “12 Designated Stations” refer to the 12 existing and projected stations and the surrounding areas, totaling about 2 km2.

3. Type of solicitation:Open solicitation globally.

4. Solicitation scope:

1) General Planning of the “One Belt” area, which covers industrial planning, industrial space layout design, economic return projection and phased development planning. The planning scheme shall also take into consideration the Western Beijing Industrial Transformation and Upgrading Demonstration Zone and the entire Mentougou District, and shall ultimately serve the overarching purpose of the project, which is to “renovate old industrial sites, recover rural village looks, restore eco-environment and revitalize the cultural atmosphere in the region”.

2) Landscaping of the “One Line” area, which mainly includes the overall landscape design and scenery buildup at certain key locations. Eventually the “One Line” area is expected to feature varied sceneries in four seasons and different landscapes at different train stations.

3) Urban Design of the “12 Designated Stations”, where detailed urban design schemes are required at 7 of the 12 stations, covering functional distribution of land, design of architecture styles, landscaping design, preservation and utilization of historic buildings, etc.

Landscaping and design schemes evolving on the three dimensions outlined above must be well aligned to one another, and contain specific details. The landscaping and design schemes must also be practically feasible and viable.

5. Draft design phase: The draft design period lasts for about 90 days. The initial selection phase starts from September 18, 2019 Beijing Time (when this Notice is issued) and ends on October 20, 2021, when the final applicants will be invited on a field trip after a project briefing in Beijing, attended by the chief designers from the applicant companies or theconsortia.

6. Entry method:Limited entry. Only 4 final applicants (consortia) will be shortlisted at the end of the bidding process.

7. Awards setting:

Two Outstanding Awards for Overall Planning; and the special awards include:

1 Special Award for General Planning;

1 Special Award for Landscaping;

4 Special Awards for Urban Design at Key Locations

II. Qualification standards

1. The applicant shall be a legally registered entity or a consortium composed of legally registered entities, with experience in urban planning and design of similar functions and natures to this project.

2. Whether it is an independent applicant or a consortium, the applicant within the territory of the People’s Republic of China shall hold Grade A accreditation in urban and rural planning, or Grade A or above accreditation in construction (engineering) design. Applicants outside the People’s Republic of China shall hold the corresponding accreditation or license issued by the country where it conducts urban planning or architectural design (applicable to design institutions from Hong Kong, Macao and Chinese Taiwan).

3. The organization or consortium applying for pre-qualification must have the ability of industrial planning. If in case the applicant does not bear such ability, a well-recognized domestic or foreign industrial planning and research institution must be employed as its consultant for conduction of the application for this project.

4. Applicants should provide chief designers’ and planners’ record of performance matching the functions and natures of this project, such as their history record in industrial planning, planning design, architectural and landscaping design.

5. This project welcomes consortium applicant. Design organizations outside China must form a consortium with a domestic counterpart within China.

Note: Design institutions bidding for this project can either apply as an independent applicant or by forming a consortium. Between independent applicants there should be affiliations or related-party relationships.

Applicants meeting the above conditions can obtain the pre-qualification documents from 09:00 on September 19, 2021 to 16:00 on September 28, 2021 after registration with the Sponsor organization.

The above is a tentative timeline. A separate notice will be issued in case of any adjustment to the timeline.

Special Note:Overseas applicants shortlisted should prepare visas for their representatives attending the project briefing and field trip in Beijing. In principle, the chief designer of the applicant must attend the briefing and trip physically. A written explanation to the Host is required if the chief designer cannot attend due to COVID-19 prevention rules.

IV. Website of Notice Issuance

This Notice is published simultaneously on the website of the Mentougou District Government of Beijing Municipality, Beijing Municipal Commission of Planning and Natural Resources and Beijing Energy Holding Co., Ltd., Chinese Government Procurement Website, China Bidding Public Service Platform, and Beijing Science Technology Park Auction & Bidding Co., Ltd.

V. Acquisition of Pre-qualification Documents

Applicants should register with the Sponsor organization from 09:00 on September 19, 2021 to 16:00 on September 28, 2021 and download the pre-qualification documents for free from its website (http://www.bkpmzb.com/). Only eligible and registered applicants can obtain the password to download the documents to enter the pre-qualification process.

Procedures for obtaining documents: ① Download the registration form on the website of the Sponsor organization; ② Fill in the registration form and send back the original copy (in .doc format) and the scanned copy with the seal of the applicant (in .pdf) by e-mail; ③ The Sponsor organization confirms and registers the qualification of the applicant.

VI. Submission Time of Pre-qualification Documents

Applicants should submit the text file (in duplicate) and electronic file (2 sets) of the pre-qualification documents to the Sponsor before 12:00 on October 11, 2021.

VII. Other Terms

1. Applicants passing the pre-qualification and submitting a qualified final report will receive a compensation of RMB 1.8 million (before tax). However, applicants failing to submit the report on time or submitting incorrect documents will not be entitled to the compensation.

2. Two Outstanding Awards for Overall Planning will be conferred; each award-winning applicant is entitled to a reward of RMB 600,000 (before tax). Six Special Awards will be conferred (1 Special Award for General Planning, 1 Special Award for Landscaping, and 4 Special Awards for Urban Design at Key Locations), each award winner is entitled to a reward of RMB 200,000 (before tax).

3. The submission time for the final design plan is 12:00 on January 14, 2022.

4. Intellectual Property Rights

(1) Document solicited will not be returned.

(2) Applicants hold the right of authorship over their submitted documents and results, and may evaluate and display their works through the media, professional magazines, books or other forms with written permission of the Host. Except for the design standards, guidelines and drawing elements, the applicant shall not use the submitted documents and results in other projects.

(3) The Host/Organizer may print, publish and exhibit the submitted plans, and evaluate, exhibit and promote the plan through media, professional magazines, books or other forms on the conditions that the name of the designer and planning organization be indicated.

(4) The applicant shall guarantee that all design documents and results prepared or submitted do not and will not infringe upon the intellectual property rights (including but not limited to copyrights, patents), proprietary technology or trade secrets of any other person in or outside China. If these documents use or contain the intellectual property rights, proprietary technology or trade secrets of any other person, the applicant shall have obtained the legal, valid and sufficient authorization from the right holder. All liabilities arising from the infringement of intellectual property rights, proprietary technology or trade secrets of others by the applicants shall be borne by the applicants.

(5) The right to use the applicant’s design plan shall be vested in the Host. The Host/Organizer shall have the right to use the design documents and their results in the planning and urban design of the project. The Host/Organizer may use the content of the design in whole or in part in the design of the project and in the adjustment and synthesis of the design plan, and may also modify the submitted plan. The Host shall not use the final plan and design results in other projects.

5. All documents and correspondence in this solicitation shall be written in Chinese.

6. The design organization shall bear the taxes (including all taxes and fees payable within and outside China) of the prize reward, compensation and all consultation fees incurred in the process.

7. Applicants participating in this solicitation are deemed as acknowledging all the terms of this Notice.

8. The Mentougou District Government of Beijing Municipality, Beijing Municipal Commission of Planning and Natural Resources and Beijing Energy Holding Co., Ltd. have the right to interpret this Notice.

9. The laws and regulations applicable to the solicitation and its related documents are the laws and regulations of the People’s Republic of China.

10. Plan Integration

The design agency winning the Outstanding Award for Overall Planning will have the opportunity to engage in subsequent integration of plans and design report, with details negotiated according to subsequent arrangements.
