In order to implement the important instructions of General Secretary Xi Jinping on flood prevention and disaster relief work and the requirements of the municipal party committee and government, on the afternoon of September 8th, Comrade Shi Xiaodong, member of the Party Leadership Group of Beijing Municipal Commission of Planning and Natural Resources, Chief Planner (concurrently) of Beijing Municipal Commission of Planning and Natural Resources, and Party Secretary and President of the Beijing Municipal Institute of City Planning and Design, led a team to conduct on-site investigations in Liucun County, Changping District. They gained an in-depth understanding of the damage to villages in Hantai Village and Fadianzhan Village, as well as the site selection for resettlement points in Liucun County. Also participating in the investigation were Liu Xiaodong, member of the Party Standing Committee of the Changping District Committee, Deputy Secretary of the Party Group of the District Government, and Deputy District Mayor, as well as responsible comrades from a number of government departments, including the Rural Division and Changping Sub-bureau of the Municipal Commission of Planning and Natural Resources, Rural Branch of the Beijing Municipal Institute of City Planning and Design, and Homedale Urban Planning and Architects Co.Ltd. of Beijing Municipal Institute of City Planning and Design.
After the on-site investigations drew to a close, at a meeting chaired by Shi Xiaodong, detailed discussions took place around the relief plans for the flooding-affected residents and the latest advances in spatial planning for Liucun County. First, it is imperative, said Shi, to have a clear picture of the resources and assess people’s needs to resettle. He proposed to calculate per capita floor area on a district basis. In addition, we should take into account people’s needs, said Shi, while adjusting the categories of villages. We should also keep improving the village compilation system and, at the same time, updating and maintaining the planning for villages. Third, according to Shi, we should align our goals with and implement the Technical Key Points for the Assessment and Optimization of Town and Township Land Planning in Post-disaster Reconstruction Areas and the Control Planning for Town Centralized Construction Zones in Beijing (the Draft for Soliciting Opinions). Meanwhile, we should coordinate our work with the planning analyses and research on disaster-affected areas based on watershed units.
