Paper of Shi Xiaodong and Li Xiang published on Xinhua Journal

The paper co-written by President Shi Xiaodong and Senior Engineer Li Xiang of the General Planning Department was recently published on the 14th Edition of Xinhua Journal (or “Xin Hua Wen Zhai”)’s “Science and Technology” column. The paper, titled “Constructing an Urban Safety System in the Context of Geo-Spatial Planning”, was previously published on the 5th Edition of the Science and Technology Review on March 13, 2021.

“Xinhua Journal” is a large-scale theoretical, comprehensive and informative journal headed by the National Press and Publication Administration, sponsored by the People’s Publishing House, and published by Xinhua Wenzhai Magazine. It ranks on top of four most authoritative journals nationwide, namely Xinhua Journal, Chinese Social Science Digest, China University Academic Abstracts, and Copied Newspaper Periodicals. The papers it collects represent cutting-edge views in various fields and the academic essence of various disciplines, as the journal enjoys high reputation and influence in academic publications in China.

According to its abstract, the paper aims at building a comprehensive and systematic urban safety system through geo-spatial planning. The paper combines the experience of Beijing, Shanghai, Xiong An and other cities and regions, and explores the connotation of the urban safety system by delving into the inherit logics of urban safety from a whole-life-cycle perspective, thus proposing the main approaches in building the urban safety system. Covering general, detailed and special planning, the paper explains the definition, function and essence of the urban safety system, and produces a wholistic set of feasible plans and actions for such system. The paper also proposes strategies and measures in early planning, disaster control and urban governance. 


The inclusion of the paper in Xinhua Journal demonstrates the social recognition of the importance of geo-spatial planning and the academic research of Beijing Municipal Institute of City Planning & Design, it also marks the progress the Institute has made in academic exploration. It will incentivize the Institute to further engage in geo-spatial planning for the capital city, summarize its experiences, strengthen academic innovation and make new contributions to academic research in the field.
