On December 4, the Commission hosted a conference on deployment of inspection of natural resource (land) appraisal organisations, which was presided over by Head of the Office of Development and Utilisation Huang Gang, and featured attendance and speech by Deputy Director Xie Junqi. Competent governmental departments, sections and offices of the city, China Real Estate Valuers and Agents Association, Beijing Association of Real Estate Appraisers and Agents, 97 registered and three unregistered land appraisal organisations dispatched delegates to partake in the meeting.
The conference relayed the Notification from the Office of the Ministry of Natural Resources about Start of Natural Resource Assessment and Appraisal for 2019, and conducted full-spectrum deployment with regards to investigation of natural resource (land) appraisal organisations in Beijing. The meeting presented the Notification about Participation of Selected Appraisal Organisations in Special Investigation, the ten selected appraisal organisations participating in the Commission's investigation group submitted Letter of Commitment to Deputy Director Xie Junqi and obtained formal work notification, and pertinent appraisal organisations delivered speeches to express their welcome of the investigation. The Head of the Office of Rights and Interests Wang Bing delivered the keynote speech Contemplations about Management of Natural Resources Rights and Interests, and Deputy Secretary-General Bao Liping of China Real Estate Valuers and Agents Association attended and delivered a speech at the meeting.
With regards on how to carry out the special investigation, Xie Junqi emphasised that first of all the task force should elevate their mindset and recognition, and treat this investigation campaign in an appropriate and earnest manner; second, they need to pragmatically strengthen governmental supervision based on identification of issues; third, they need to take aim at long-term development goals and guide the industry toward healthy advancement; and fourth, they should focus on improving the system and set up a comprehensive supervision and administrative mechanism that will remain effective in the long run.
This round of investigation is the first thorough investigation since the establishment of the land appraisal industry, and aims to further reinforce the management of natural resource appraisal in Beijing, orient the natural resource appraisal industry toward healthy development, and standardise the conduct of natural resource appraisal organisations and practitioners, so as to usher them into the track of fair competition and stable development.
Moving forward, the commission will abide by the principles of lawful inspection, standardised procedures and objectivity and impartiality, organise appraisal organisations to carry out self-inspections, invite experts to carry out evaluations, perform focused inspections on site, and earnestly investigate and punish any cases of law violations, so as to foster services in a faster and better manner contributive to Beijing's socio-economic progress.
