The 3rd Plenary Session of the 17th Central Committee of the CPC called on a new integrated pattern where a dual structure will be eliminated to promote the economic and social development in urban and rural areas. Early in 2009, the People's Government of Beijing Municipality took Beiwu Village in Sijiqing Town of Haidian District as a pilot project to accelerate the urban-rural development, striving for a breakthrough in the green belt construction, industrial development, farmers' interest protection, social management system, etc. In February, 2009, the pilot project of the urban-rural fringe area of green belt in Beijwu Village was included into the key construction projects list. To implement the instructions of the 3rd Plenary Session of the 17th Central Committee of the CPC, the municipal government and Beijing Municipal Bureau of Land and Resources, and in combination with the study and practice of scientific outlook for development, Haidian Branch followed up, supervised and served over the process to strive for shortening the examination and approval and to accelerate the project on the principle of "active service and advance involvement". Through the democratic resolution by the leaders of General Corporation of Beijng Sijiqing Agriculture, Industry and Commerce, the Corporation and Beijing Yuquan Real Estate Development Co., Ltd entered into an agreement on land expropriation and compensation for the "housing where residents move back to on the A plot of land of Beiwujiayuan" project according to the policy of green belt. Haidian Branch made the respective announcement on the land expropriation and compensation for the project in the General Corporation of Beijing Sijiqing Agriculture, Industry and Commerce and Yuquan Village in Sijiqing Town of Haidian District.
