  On September 4, Land Parcel B and Land Parcel C of the Land Reserve Project of Dougezhuang Township, Chaoyang District for commercial residential houses with a limited total apartment price to meet the public demand for residence were sold in Beijing Municipal Land Transaction Market. Eight companies participated in the bidding, and Evergrande Real Estate Group Limited ultimately won the bid at 4.04 billion yuan. This price determines the average floor price per square meter shall be about 13,713 yuan per square meter. About 900 public rental apartments and 2,200 commercial apartments with a limited total apartment price of 2 million yuan shall be provided on the two land parcels.
  The total apartment price was limited for the first time and BMCHURD is studying the sales policies
  On August 1, 2013, adopting the method of "limiting the apartment price and bidding for the land", the Beijing Municipal Bureau of Land and Resources (BJMBLR) put Land Parcel B and Land Parcel C of the Land Reserve Project of Dougezhuang Township of Chaoyang District to the market for R2 residential, public mixed housing, childcare, and environmental protection facilities (with the construction of public rental housing). The land parcel is located in Huangchang Village, Douge Township, Chaoyang District. The total land area is about 22.45 hectares, and the floor area is about 294,600 square meters. The residential housing covers about 243,300 square meters, an area of 51,500 square meters in this parcel of land is for public rental housing, and the remaining area is used to build commercial residential apartments. Each of the apartments cannot be sold at a price higher than 22,000 yuan per square meter. The size of each of the apartments to be built in these two land parcels will not be more than 90 square meters in floor area and each apartment will be sold at a price not higher than 2 million yuan.
  Eight companies participated in the bidding, and Evergrande Real Estate Group Limited ultimately won the bid at 4.04 billion yuan.   Currently, the Beijing Municipal Commission of Housing and Urban-Rural Development (BMCHURD) is studying target costumers of this kind of commercial housing, management measures, re-transaction restriction and other regulations. Eventually the regulations and policies made by the government will be executed.
  Limiting the total price of each apartment is the new development of "limiting housing prices and bidding for the land" approach
  The land transfer method of "limiting housing prices and bidding for the land" refers to auction of the land in the principle of  bidders offering highest price winning the bid while limiting the sales price of the housing to be built on the land parcel. This method directly limits the future prices of the housing and better inhibits rapid rise of apartment prices in the region.
  Recent years has seen the rapid soar of apartment prices.. Against this backdrop, the Central Government of China stipulated a series of regulations and policies controlling the real estate market, demanding that all regions in China continuously uphold and improve the system of land auction and bidding in order to suppress irrational rise in land transfer price for residential use and play an active role in regulating and controlling the real estate market.
  Since 2010, in order to implement the real estate regulation and control policies made by the Central Government, while adhering to the system of land auction and bidding, Beijing has actively explored effective land transfer methods, promoted real estate land supply towards the multi-objective management of improving the market, promoting land use, and protecting the livelihood instead of the past approach of "those who offer the highest prices win". In this context, the land transfer method of "limiting housing prices and bidding for the land" emerged at the right moment.
  More land parcels will be put into the market, and the approach of "limiting housing prices and bidding for the land" will be used
  In accordance with the requirements made in the Notice of the General Office of the Municipal Government on Implementing the Principles in the 'Notice of the General Office of the State Council on Continuously Doing Well in the Regulation of the Real Estate Market' and Further Improving Regulation and Control of the City's Real Estate Market (issued by Beijing Government Office [2013] No. 17), BJMBLR will further increase land supply for self-use housing and improved housing in the method of "limiting housing prices and bidding for the land" this year.
  Previously, the R2 Residential Land Project of Shahe Higher Education Park Phase 2 Land Parcel 1 (with the construction of public rental housing) in Shahe Town, Changping District was sold in the method of "limiting house prices and bidding for the land". The bidding documents show that the parcel of land is located in Shahe Town, Changping District, with the total land area of about 37.54 hectares and the residential building floor area of 511,200 square meters. An area of 260,000 square meters will be used to build public rental housing, and the remaining residential area will be used to build commercial apartments with a limited total apartment price not higher than 14,000 yuan per square meter. Evergrande Real Estate Group Limited ultimately won the bid.
  On August 22, 2013, BJMBLR released a land parcel for residential mixed public construction in Environmental Science and Technology Park, Haidian District in the method of "limiting house prices and bidding for the land". The bidding documents show that a land parcel is in the auction notification period and it will be sold on September 26. The land parcel is located in Environmental Science and Technology Park, Haidian District, with a total land area of about 8.11 hectares and a floor area of about 97,500 square meters, including an area of about 68,300 square meters for residential use. The sales price limit of all constructed commercial residential housing is 19,000 yuan per square meter, and the total price of each commercial apartment will be controlled within 2 million yuan. Among commercial housing built on the land parcel, not less than 50% will be sold to families on the waiting list for security housing. Families on the waiting list for affordable housing and security housing in Haidian District enjoy priority to purchase.
  BJMBLR will soon select some land parcels for sales according to the situation of land reserves and development in Fengtai, Shijingshan, Daxing, Tongzhou, Shunyi, Fangshan and other places in the method of "limiting house prices and bidding for the land". Currently, the above district governments have designated the land parcels which will be sold in the method of "limiting house prices and bidding for the land" after considering the regional transportation, municipal administration, life facilities and other circumstances. BJMBLR is urging relevant district governments and departments to accelerate the land parcel development for earlier land supply.
