On March 31, 2015, the municipal government held the 76th executive meeting and specially examined the state-owned construction land supply plan of Beijing City in 2015; on the meeting, Mr. Wei Chenglin, the director of the municipal bureau of land and resources, reported the general condition about implementation of the previous four years of state-owned construction land supply plan in the Twelfth Five-year planning, the implementation of state-owned construction land supply plan in 2014, the main contents and several attention-requiring problems of the state-owned construction land supply plan in 2015, etc. All responsible persons of the enterprises participating in the meeting agreed the state-owned construction land supply plan in 2015, and relevant government leaders attending this meeting raised their opinions and suggestions in the aspects of increasing and vitalizing the inventory land for construction of old-age care facilities, combining the supply of residential land with the population dispersal, effectively controlling the land cost, appropriately increasing the land for construction of public rental housing, etc.
Finally, the Mayor Wang Anshun pointed out that the state-owned construction land supply plan in 2015 and the philosophy of land supply are accordant with the capital's current development concepts of " slimming the reduction volume, controlling the increase volume, distributing the inventory, improving the quality in steadiness, guaranteeing the people's livelihood, and achieving the economical and intensive use", pay attention to people's livelihood and major projects, and actively adapt to the new normal of economic development in the capital; thus, the plan is approved in principle; the plan formulation unit shall revise it based on the opinions and suggestions raised on the meeting and then report it to the Ministry of Land and Resources and publicize it to the society soon. Besides, the following points are also emphasized: Firstly, strengthen the planning and implement the all-in-one concept, so as to achieve the scientific and rational planning of economic and social development and land utilization; secondly, the land supply plan shall give comprehensive consideration to dispersing the non-capital functions, improving the public basic service ability, guaranteeing the basic housing demand, speeding up the construction of "high-grade, precision and advanced" economic structure, etc.; thirdly, different departments shall strengthen the linkage, and the use of profit-oriented land shall be implemented in strict accordance with the plan, to ensure the effective implementation of the state-owned construction land supply plan; fourthly, grasp the pace of land supply, so as to ensure the balanced and stable land supply throughout the year; fifthly, strengthen the vitalization of inventory land and also strengthen the disposal of low-efficiency and idle land; sixthly, deal well with the relation between function dispersal and key point guarantee, namely: not only disperse the functions, but also guarantee the services for the central government and ensure the demands of land for major activities, public infrastructures, affordable housing project, old-age care project, greening project and other major projects as well as livelihood projects; seventhly, deal well with the relation between volume reduction and development, and achieve the transformation and utilization of dispersed and vacated land; eighthly, strengthen the propaganda, deal well with the publicity and interpretation of the land supply plan, perform the active propaganda and positive guidance, to avoid one-sided understanding and false speculation.
