On April 19, the People's Government of Beijing Municipality and the Beijing Bureau of State Land Supervision jointly convened the 2018 teleconference on land supervision deployment. Deputy Mayor Sui Zhenjiang, Director of Beijing Bureau of State Land Supervision Sun Jiahai, Commissioner Niu Jue and Director of Beijing Municipal Bureau of Land and Resources Zhang Wei attended the meeting at the main venue of the municipal government and delivered a speech. The meeting was chaired by Wei Chenglin, the inspector of the General Office of the People's Government of Beijing Municipality.

Before the meeting, Director Sun Jiahai and his delegation called on Mayor Chen Jining, submitted to him the Notice of State Land Supervision, introduced the rectification and implementation of the supervision opinion in 2017 and the main work arrangements in 2018, put forward opinions and suggestions on how to deepen and consolidate the working mechanisms of both parties, and gave him General Secretary Xi Jinping's important statement excerpts, relevant documentation and materials on land and resources as a present. Mayor Chen Jining expressed thanks to the Ministry of Natural Resources and the Beijing Bureau of State Land Supervision for their strong support for Beijing's work, and stated that Beijing would fully support the supervision conducted by the Beijing Bureau of State Land Supervision, accept without question all the problems found, and resolutely make rectification and implementation. In 2018, Beijing will continue to strengthen and improve the working mechanism of full link and full connection with the Beijing Bureau of State Land Supervision, further strengthen supervision inspection and intensify interview warnings and accountability.

At the meeting, Director of Beijing Municipal Bureau of Land and Resources Zhang Wei reported the rectification situation of the problems discovered during land supervision in 2016 and 2017, and made detailed arrangements for effective cooperation in land supervision in 2018. The responsible comrades of the governments of Miyun District and Fengtai District made typical statements on land supervision and rectification in 2017.

Commissioner Niu Jue reported the land supervision and rectification work in 2017 and the main tasks and time schedule of state land supervision in 2018 in Beijing. He put forward specific requirements in terms of strictly implementing the national fundamental policy, strictly implementing the land-related entity responsibilities of governments at all levels in accordance with laws and regulations, and further promoting the rectification, investigation and punishment of land-related violations of laws and regulations.

Director Sun Jiahai delivered a speech, emphasizing that we must take Xi Jinping's socialist ideology with Chinese characteristics in the new era as the guidelines, and accurately grasp the new tasks and new requirements for the protection and use of land resources, and in particular, we must profoundly understand and implement the new requirements for strict farmland protection and ecological protection, economical and intensive land use, and safeguarding of land resource-related rights and interests of people. At the same time, he reported the five major tasks to be carried out by the Beijing Bureau of State Land Supervision this year: firstly, firmly grasp the general direction of the ecological civilization construction in the new era, and carry out routine supervision with the goal of promoting standardized administration; secondly, carry out special supervision to promote the implementation of the major decisions and deployments of the CPC Central Committee and the State Council; thirdly, carry out daily supervision with the goal of timely finding and correcting problems; fourthly, carry out research and investigation with the goal of serving decision making; fifthly, deepen the cooperation with the provincial government in the administration with the goal of promoting the implementation of the entity responsibilities of the provincial government.

On behalf of the municipal government, Deputy Mayor Sui Zhenjiang made arrangements for cooperating comprehensively with land supervision and problem rectification. He reviewed the spirit of General Secretary Xi Jinping's speeches made during his two inspections in Beijing and the requirements for implementing the overall plan of Beijing, as well as Secretary Cai Qi's job requirements put forward at the mobilization meeting on the implementation of the new overall plan of Beijing in terms of resolutely safeguarding the seriousness of the overall plan, strictly observing the bottom line, and increasing efforts in the demolition of illegal land use and illegal construction. He put forward four opinions on the implementation of the new overall plan, the effective rectification of problems and standardized management of land use: firstly, it is necessary to improve political position, establish "four consciousness", and regard land supervision as an important breakthrough point for implementing the new overall plan; secondly, it is necessary to persist in problem-oriented principle and consolidate the responsibility for rectification; thirdly, it is necessary to improve the working mechanism and solve rectification problems; fourthly, it is necessary to strengthen evaluation and accountability, and improve the efficiency of rectification. In respect of strengthening cultivated land protection, basic farmland protection and ecological protection, and severely cracking down on illegal land use, he stressed that firstly, it is imperative to give play to the role of warning interview and accountability, and report the areas with serious illegal issues to the municipal government for interviewing and investigating the responsibility of the main leaders of governments of the relevant districts and towns; activities that only include the illegal land use discovered by satellite photos into demolition but ignore illegal land use not discovered by satellite photos shall be investigated for the responsibility as lazy administration. Secondly, it is imperative to strengthen the mechanisms for transfer and accountability, and transfer and accountability must be implemented for illegal occupation of basic farmland, illegal occupation of ecological land with significant impact, and the issue of newly added typical "greenhouses".
