For the purpose of implementing the General City Plan for Beijing Municipality (2016-2035) (the "General Plan"), giving full play to the role of rigid control and strategic guidance of the general planning, practically putting the objectives, indicators and tasks as stipulated in the general planning into practice, Beijing Municipal Commission of Planning and Natural Resources spares no effort to promote the district planning in concert with the governments of all districts in accordance with the deployment requirements of the Implementation Program for the General City Plan for Beijing Municipality (2017-2020).

The district planning, as an overall plan at the district level, further refines and deepens the implementation of the objectives, indicators and tasks as identified in the General Plan at the district level; coordinates various production, life and ecology resources allocation, all kinds of professional and special planning and urban design requirements on the basis of combining the urban and rural planning and land use planning into one to form the overall arrangements for the urban and rural development and construction, natural resources protection and other works in all districts within the planning period. Meanwhile, it is necessary to well carry out the implementation path design, unit guidance and scheduling in short and long terms for district planning as the important basis for formulating the detailed control planning, township spatial planning and village planning to the next level. In the spatial planning system, the district planning plays the role of a connecting link between the preceding and the following. It is required to transmit the objectives, indicators and tasks identified in the general plan to a higher level, and provide the basis and guidance for formulating the detailed control planning, township planning and planning implementation management for the next stage to a lower level. Looking horizontally, the district planning will be linked to the special planning at the municipal level under preparation. After the integration of the planning of different districts, a basic base map, a database and a complete control mechanism will be formed for the overall planning and control.

This district planning is organized by Beijing Municipal Commission of Planning and Natural Resources as a whole and formulated by the governments of all districts. In the course of work, all districts adhere to “government organization, expert leadership, departmental cooperation, public participation and scientific decision-making”, and fully respect the public's right to know and participate in the planning formulation. At present, all districts have basically completed the compilation of the district planning, and entered the stage of batch announcement and reporting. Today, public opinions are solicited for the first district planning - Fangshan district planning. The rest districts will successively launch the announcement for the district planning. All districts will adopt network announcement and spot announcement. Valuable opinions will be more than welcome. We will arrange all districts to carefully analyze and sort out public opinions for keeping improving the contents of district planning.
