Awarding Ceremony of Foreign-funded Enterprise Branch, Beijing Engineering Exploration and Design Association Held in Beijing 

Recently, the Beijing Engineering Exploration and Design Association ("the Association") established a Foreign-funded Enterprise Branch ("the Branch"), with an awarding ceremony held in Beijing Institute of Architectural Design.Xu Quansheng, concurrently serving as Vice President of the Association and Party Secretary and Chairman of Beijing Institute of Architectural Design, on behalf of the Association, granted the plaque "Foreign-funded Enterprise Branch" to Zhu Ying, the chairman of the leading preparation entity of Foreign-funded Enterprise Branch(Davis Carter Scott, BIAD) on behalf of the Association.The awarding ceremony was presided over by Hu Yizheng, the Acting Secretary General of the Association.

Tao Zhihong, deputy inspector of the Beijing Municipal Commission of Planning and Natural Resources, Zhao Yi, director of the Exploration and Design Management Division, and Xia Guangli, deputy director of the Exploration and Design Management Division attended the ceremony.

Tao Zhihong pointed out in her speech that, with the development of the economy, Beijing, as an international metropolis, attracted more and more foreign exploration and design enterprises and engineering and technical personnel to Beijing for starting business.In order to implement the spirit of the State Council's Reply on Comprehensively Promoting the Opening-up and Comprehensive Pilot Work Plan of Beijing's Service Industry, continuously optimize the business environment of the design market in Beijing, and promote high-quality development of engineering construction in Beijing,in early August, the Commission, the Association and some representatives of foreign-invested design enterprises in Beijing held special discussions and exchanges on the problems and difficulties currently occurred in the course of development.In response to the business environment issues encountered by foreign investors during their development in Beijing, the Association decided to establish a Foreign-funded Enterprise Branch after careful investigation. This is an important step in implementing the spirit of the symposium. I sincerely congratulate you on the establishment of Foreign-funded Enterprise Branch thereof on behalf of Beijing Municipal Commission of Planning and Natural Resources.

Tao Zhihong pointed out that, after China's opening to the outside world, foreign-funded design enterprises have entered the Chinese market, which has played a positive role in promoting the quality of China's engineering construction and the development of Beijing's urban construction.She hoped that foreign-funded design enterprises will continue to introduce more advanced design concepts, technologies and experience into the industry, and bear fruit for construction of the international first-class harmonious and livable capital in Beijing.

Tao Zhihong emphasized that the Foreign-funded Enterprise Branch of Beijing Engineering Exploration and Design Association should take this as an opportunity to actively explore and create a good working environment for foreign-funded enterprises and personnel engaged in the construction industry in Beijing, meanwhile play the role of a bridge linking, to carry out the survey and related research work to provide support for government authorities in formulating standards and policies in the course of optimizing the business environment for foreign investment.

In the end, Tao Zhihong said that Beijing is fully applying for holding the 2026 World Architects Congress to promote the opening up of the architectural design industry to the world and carry out exchanges and cooperation.She hoped that foreign-funded enterprises will promote the development of China and the development of Beijing to the world.

Xu Quansheng introduced the background and purpose of the Association's establishment of Foreign-funded Enterprise Branch in his speech.He pointed out that, after China's accession to the WTO, foreign-funded design enterprises have entered the Chinese market, and also face many problems while contributing to China's development and construction and the development of the industry.

Xu Quansheng emphasized that, the Branch aimedat building a comprehensive service agency for collaborative linkage between foreign-funded enterprises engaged in the construction industry in Beijing on aspect of the qualifications, construction, planning, bidding and other fields. Through carrying out the cross-specialty and multi-qualification comprehensive professional service, it established a normalized comprehensive communication mechanism, built a platform for interconnection, intercommunication and mutual recognition, organized policy research to provide powerful data support and guarantee for the government to continuously optimize the business environment and deepened the work of streamlining administration and delegating powers, improving regulation and optimizing services; meanwhile, it took the Branch as a link and bridge to make a better organic link between foreign-funded enterprises in Beijing, between foreign-funded enterprises and local enterprises, and between government and foreign-funded enterprises.Moreover, efforts shall be made to optimize the business environment and complement the shortcomings of development, which will be more conducive for foreign-funded enterprises in Beijing to give play to their advantages and levels, promote the high-quality development of Beijing's urban construction, and make more contributions to building a world-class new Beijing.Welcome more foreign-funded enterprises in Beijing to actively join the industry family of the Branch. Xu Quansheng thanked the Beijing Municipal Commission of Planning and Natural Resources for its support and guidance to the Association's establishment of Foreign-funded Enterprise Branch on behalf of the Association.

Zhu Ying made a speech that, the establishment of the Foreign-funded Enterprise Branch of Beijing Engineering Exploration and Design Association marked that the foreign-fund enterprises in Beijing now had a platform for communication, mutual assistance, channels for responding to demands, and an organizational foundation for standardizing behavior, so the foreign-funded design enterprises in Beijing had their own home. He said that, the Branch, as the entity in charge of the preparatory group of the Foreign-funded Enterprise Branch of the Beijing Engineering Exploration and Design Association, work with member entities to do a good job in many aspects.

Khaled Khamallah from Valode & Pistre Architecture Design Consulting (Beijing) Co. Ltd. in France made a speech. As one of the sponsors of the Foreign-funded Enterprise Branch of Beijing Engineering Exploration and Design Association, the company must abide by the work regulations of the Branch and actively participate in the activities of the Branch. At the same time, he hopes that the foreign-funded branch will bring a better business environment for foreign-funded enterprises, as well as more help and support.

The leaders of the Secretariat of the Beijing Engineering Exploration and Design Association and 40 representatives from 13 foreign-funded design enterprises in Beijing from the United States, Britain, France, Australia and Germany participated in the awarding ceremony.
