(1) General Office. Be responsible for the daily operation of the Commission. Be responsible for information, emergency response, handling of suggestions and proposals, confidentiality and other work. Coordinate government transparency and website management. Undertake organization of major matters, performance management and administrative inspections.

(2) Secretariat of the Office of the Capital Planning and Construction Commission. Undertake the specific tasks of the Office of the Capital Planning and Construction Commission. Undertake organization, liaison and coordination regarding expert consultation on capital planning and construction. Undertake liaison regarding the central government organs based in Beijing, the PLA Beijing Garrison, and the coordinated development of Beijing, Tianjin and Hebei, and provide related comprehensive coordination services for major engineering construction projects.

(3) Research Office (Publicity Division). Organize investigation and research regarding the planning and development strategies for the natural resources and territorial space of Beijing Municipality, as well as relevant major issues, and undertake the drafting of important documents. Coordinate work related to reforms in natural resources and territorial space planning, and organize the promotion of comprehensive and in-depth reforms in the sector. Be responsible for foreign-oriented publicity, policy interpretation, news release and public opinion response regarding natural resources and territorial space planning management. Coordinate the investigation and research in the sector. Undertake the compilation of local chronicles and yearbooks.

(4) Legal Affairs Division. Undertake comprehensive work regarding promotion of administration by law in the sector. Carry out research on legal system building regarding natural resources and territorial space planning in Beijing Municipality, and organize the drafting of relevant local regulations and government regulations. Undertake legality review, filing and sorting of normative documents in the sector. Organize the publicity and education regarding rule of law. Undertake administrative reconsideration and administrative response. Perform supervision and coordination of administrative examination and approval.

(5) General Planning Division. Formulate relevant policies on territorial space planning in Beijing Municipality, and undertake the establishment of the space planning system. Organize the preparation of Beijing’s city master plan and related special plans, and supervise their implementation. Carry out development suitability assessment regarding territorial space, establish real-time monitoring, evaluation and early warning systems for the master plan and an evaluation mechanism for the city’s “health check-up”, and undertake tasks regarding the city’s “health check-up” and evaluation and inspection and assessment of master plan implementation. Organize review, approval and maintenance of district plans. Organize the preparation, review and submission for approval of near-term construction plans.

(6) Detailed Planning Division (Urban Renewal Division). Undertake policy research regarding Beijing Municipality's detailed regulatory planning management. Undertake review, submission for approval, evaluation and maintenance of the detailed regulatory planning at the block level of new towns (townships) in the downtown (excluding the core area), plains and ecological conservation areas. Undertake or work with relevant district governments to organize the preparation, review, submission for approval and maintenance of key functional area plans. Study and formulate policies related to urban renewal and guide their implementation.

(7) Rural Planning Division. Undertake policy research on the spatial planning management of towns (townships) outside Beijing Municipality's centralized construction areas. Undertake review, submission for approval, evaluation and maintenance of town-wide (township-wide) spatial plans. Guide relevant districts to prepare village plans and conduct related submission for approval.

(8) Urban Design Division. Undertake urban design tasks such as erection of featured landscape sculptures and improvement of public space environment in Beijing Municipality, and formulate relevant policies. Undertake the preparation, review and submission for approval of urban design regarding key areas, such as the central axis and its extension, and Chang'an Avenue and its extension, and key projects. Guide and promote the preparation of urban design schemes to be included into the land market transaction projects, or the drafting of conditions. Undertake urban sculpture planning management. Participate in the organization of construction and reconstruction of accessible facilities.

(9) Comprehensive Transportation Planning Management Division. Undertake the coordination and interfacing of special infrastructure plans in Beijing Municipality. Undertake the organizing of the development, review, submission for approval, filing and maintenance of comprehensive transportation plans and special transportation plans, as well as overall coordination and evaluation of plan implementation. Undertake the management of the collaborative platform for “replacing multiple plans for local development with one master plan” in terms of transportation and municipal infrastructure. Undertake planning and land management related approval regarding cross-regional and key transportation infrastructure projects. Guide, supervise and coordinate plan implementation and approval regarding transportation infrastructure projects in each district.

(10) Rail Transit Planning Management Division. Undertake the organizing of development, review, submission for approval, and maintenance of special plans such as rail transit network plans and construction plans of Beijing Municipality, and the overall coordination and evaluation of plan implementation. Participate in the development, review and submission for approval of national-level special plans such as the Beijing-Tianjin-Hebei inter-city railway network and the Beijing railway hub. Coordinate the implementation of plans for the integration of transportation stations and the surrounding areas. Undertake planning and land management related approval regarding railway and rail transit projects. Guide, supervise and coordinate plan implementation and approval regarding rail transit projects in each district.

(11) Municipal Facilities Planning Management Division. Undertake the organizing of development, review, submission for approval, and maintenance of relevant special municipal plans of Beijing Municipality, as well as the overall coordination and evaluation of plan implementation. Undertake planning and land management related approval regarding cross-regional and key municipal infrastructure projects. Guide, supervise and coordinate plan implementation and approval for municipal infrastructure projects in each district.

(12) Administrative Examination and Approval Coordination Division (Archives Management Division). Complete the handling of public service matters, such as administrative licensing for natural resources and territorial space in Beijing Municipality, and regularize the work standards for services at the service windows. Coordinate the supervision and management of files and geological data related to natural resources and territorial space planning. Organize and coordinate work related to work safety in the sector. Undertake comprehensive statistical analysis.

(13) Division for the Protection of Beijing as a Famous Historical and Cultural City (Secretariat of the Office of the Committee for the Protection of Beijing as a Famous Historical and Cultural City). Coordinate planning management regarding the protection of Beijing as a famous historical and cultural city (and its famous towns and villages). Undertake the preparation, submission for approval and maintenance of detailed regulatory plans of Dongcheng District and Xicheng District, as well as the overall coordination of plan implementation. Undertake planning and land management related approval regarding key construction projects. Guide and supervise plan implementation and approval in relevant districts. Undertake the specific tasks of the Office of the Committee for the Protection of Beijing as a Famous Historical and Cultural City, as well as the organization, liaison and coordination regarding expert consultation from the Committee for the Protection of Beijing as a Famous Historical and Cultural City.

(14) Plan Implementation Division I. Undertake policy research on plan implementation in Chaoyang District, Haidian District, Fengtai District, and Shijingshan District, and coordinate plan implementation. Organize the study and formulation of comprehensive implementation schemes for key construction project plans. Undertake the implementation and maintenance of plot-level detailed regulatory plans. Undertake planning and land management related approval regarding key construction projects. Guide and supervise plan implementation and approval in relevant districts.

(15) Plan Implementation Division II. Undertake policy research related to plan implementation in Fangshan District, Shunyi District, Daxing District, Changping District and the Beijing Economic and Technological Development Area, and coordinate plan implementation. Organize the study and formulation of comprehensive implementation schemes for key construction project plans. Implement and maintain plot-level detailed regulatory plans. Undertake planning and land management related approval regarding key construction projects. Guide and supervise plan implementation and approval in relevant districts.

(16) Plan Implementation Division III. Undertake policy research related to plan implementation in Mentougou District, Pinggu District, Huairou District, Miyun District and Yanqing District, and coordinate plan implementation. Study and formulate the comprehensive implement schemes for key construction project plans. Implement and maintain plot-level detailed regulatory plans. Undertake planning and land management related approval regarding key construction projects. Guide and supervise plan implementation and approval in relevant districts.

(17) Construction Project Verification Division. Undertake verification of construction projects plans and land in Beijing Municipality. Coordinate and promote services and supervision during and after project construction. Guide and supervise plan verification and land verification regarding construction projects in each district.

(18) Natural Resource Investigation and Monitoring Division. Develop the indicator system and statistical standards for investigation, monitoring and evaluation of the natural resources of Beijing Municipality, and establish a regular investigation, monitoring and evaluation system for natural resources. Regularly organize and implement basic surveys, change surveys, dynamic monitoring, and analysis and evaluation of natural resources. Conduct monitoring and evaluation of special surveys on water, forest and wetland resources, geographical conditions and others. Undertake the collection, management, maintenance, release, sharing, and utilization supervision of the natural resource investigation, monitoring and evaluation results. Guide and supervise natural resource investigation and monitoring in each district.

(19) Natural Resource Rights Confirmation and Registration Division. Formulate systems and rules for unified rights confirmation and registration of natural resources and real estate, cadastral investigation, real estate surveying and mapping, dispute mediation, and application of results. Establish and improve the basic platform for the management of natural resource and real estate registration information, and guide the management of registered information. Mediate related ownership disputes according to law. Guide and supervise natural resource rights confirmation and registration in each district.

(20) Natural Resource Owner Interest Division. Develop policies on the management of state-owned natural resource assets in Beijing Municipality, establish a statistical system for state-owned natural resource assets, and undertake valuation of natural resource assets and accounting for assets. Prepare balance sheets regarding state-owned natural resource assets, and formulate assessment criteria. Develop policies on the allocation, transfer, leasing, and contribution as capital of state-owned natural resource assets. Be responsible for the disposal of state-owned land assets of transformed enterprises. Guide and supervise work related to natural resource owners’ rights and interests in each district.

(21) Natural Resource Development and Utilization Division. Formulate a system for paid use of the natural resource assets of Beijing Municipality and supervise its implementation, establish trading rules and trading platforms for natural resources markets, and organize the regulation of natural resources markets. Undertake the supervision and management and dynamic monitoring of natural resources markets, and establish a credit system for natural resources markets. Establish the government-disclosed price system for natural resources, organize conduction of graded and classified price evaluation of natural resources, and monitor the updating of benchmark land prices. Formulate standards for the development and utilization of natural resources, carry out evaluation and assessment, and guide economical and intensive use. Take the lead in drafting annual plans for land use and supply of development land, and organize their implementation. Develop systems and rules for the control of territorial space use. Organize the formulation of land reserve policies and policies on the usage conversion of territorial spaces such as cultivated land, forest land and wetlands.

(22) Natural Resource Protection Division. Formulate and implement monitoring and management policies on the protection of cultivated land and basic farmland in Beijing Municipality, organize assessment of cultivated land protection objectives and special protection of permanent basic farmland, and supervise and manage the designation, occupation and supplementary designation of permanent basic farmland. Manage the requisition-compensation balance of cultivated land. Undertake review and submission for approval of land expropriation and requisition management and conversion of agricultural land. Undertake land consolidation and reclamation. Undertake the interfacing of policies on cultivated land protection and protection of land resources such as forest land and wetlands.

(23) Division for the Ecological Restoration of Territorial Space (Mineral Resource Management Division). Undertake research on policies on the ecological restoration of territorial space in Beijing Municipality, and formulate ecological restoration plans for territorial space. Undertake comprehensive improvement of the territorial space, and restoration and management of mine geological environment. Undertake work related to ecological protection compensation. Formulate policies on the management of mining rights and organize their implementation, manage the transfer of mining rights within the authority and approval and registration, and mediate ownership disputes according to law. Formulate strategies, policies and plans for mineral resources, organize their implementation, and supervise and guide the rational use and protection of mineral resources. Undertake review, filing, registration, statistics and information release regarding mineral resource reserves, and strategic reserves of mineral deposits. Implement dynamic management of mine reserves, and establish a safety monitoring and early warning system for mineral resources. Supervise and manage paleontological fossils.

(24) Geological Exploration Management Division. Undertake the management and geological work of Beijing Municipality's geological exploration industry, prepare geological exploration plans, and monitor their implementation. Manage geological exploration projects. Prevent and control geological disasters, and supervise and manage geological issues such as excessive groundwater mining and resulting land subsidence.

(25) Land Surveying and Mapping Division. Draw up basic surveying and mapping plans of Beijing Municipality, and supervise their implementation. Organize and manage major projects such as basic surveying and mapping. Undertake the management of the surveying and mapping industry and related administrative examination and approval. Supervise and manage the aerial photography and satellite remote sensing for the purpose of civil surveying and mapping. Supervise and manage surveying and mapping activities and their quality, and manage surveying and mapping qualifications.

(26) Place Name and Geographic Information Management Division. Undertake the development of place name plans of Beijing Municipality, and place naming, place renaming and examination and approval of building names. Develop geographic information security and confidentiality policies, and conduct supervision and management. Undertake the management of geographic information results and protection of survey marks, review and publish important geographic information data as authorized. Undertake map management and supervise Internet map services. Provide geographic information related emergency support, and undertake geographic information related public services.

(27) Survey and Design Management Division. Undertake the management of the survey and design industry in Beijing Municipality. Develop policies on the management of the survey and design market, and quality and safety supervision and management. Undertake review and management of construction drawing design documents. Undertake survey and design related special management covering green buildings, energy saving, earthquake resistance and others. Undertake the filing, supervision and management of survey and design bidding and tendering. Supervise survey and design activities and their quality and safety, establish a credit system for the survey and design industry, and manage the qualifications. Guide excellence selection activities and innovation in technical standards in the survey and design industry.

(28) Division for Review of Building Fire Safety Design. Undertake review of building fire safety design in Beijing Municipality; Develop fire safety design related local regulations, draft government regulations, policies, standards and specifications, and supervise their implementation; organize expert review of special building fire safety design; participate in investigation of major fire accidents in buildings; and guide, supervise and coordinate review of building fire safety design in each district.

(29) Planning and Natural Resource Supervision Division. Supervise natural resource and territorial space planning in Beijing Municipality. Supervise and inspect implementation of laws and regulations on natural resources, territorial space planning and others as authorized. Coordinate the national and municipal supervision and assessment of natural resources and territorial space planning. Promote the establishment of a supervisory system involving of natural resource and terrestrial space planning inspectors.

(30) Special Efforts Coordination Division. Undertake multi-agency coordination of special efforts against illegal construction and illegal occupation of land in Beijing Municipality. Study and put forward relevant policy suggestions, plans and arrangements. Supervise and inspect implementation of tasks, and coordinate the solving of problems in multi-agency coordination.

(31) Science and Technology and Informationization Division. Formulate innovative development planning and plans for science and technology in the natural resource sector of Beijing Municipality. Organize the implementation of major science and technology projects, and the popularization of science and technology and science and technological innovation. Create and manage the platform of natural resource and territorial space planning database, and perform coordinated management and comprehensive analysis and utilization of data related to natural resources and territorial space planning, and promote data opening and sharing.

(32) Complaints and Information Disclosure Division. Accept, handle, review and supervise complaints concerning management of natural resources and territorial space plans in Beijing Municipality. Disclose government information, and handle work related to the public hotline and the Mayor's Mailbox. Sort out, check and mediate conflicts and disputes concerning the management of natural resources and territorial space plans, and safeguard stability. Guide work related to complaints and information disclosure in the sector.

(33) Financial Division. Organize the collection and supervision of special income from the natural resources of Beijing Municipality and the management of special funds. Formulate relevant financial and asset management systems, conduct financial and asset supervision in the sector, take charge of financial budgets and final accounts in the sector, and organize internal control management, government procurement and other work. Organize the collection of relevant non-tax income according to law. Guide the use of special funds in the sector.

(34) Audit Division. Undertake internal auditing in the sector. conduct audit supervision of major projects and special work in the sector. Audit the economic responsibilities of leading cadres in the sector.

(35) Personnel Division. Undertake cadre related personnel management, establishment and staffing, team building, education and training, and foreign affairs management and other work in the sector. Formulate cadre development plans and organize their implementation.

(36) Party Committee of the Commission (Party Building Division). Be responsible for Party-masses work of the Commission and units directly under it. Undertake specific work to fulfil the responsibilities of the Leading Party Members’ Group of the Beijing Municipal Commission of Planning and Natural Resources for exercising and strengthening Party self-discipline and improving Party conduct and upholding integrity. Undertake ideological and political work in the sector and related construction at the grassroots level.

(37) Commission for Disciplinary Inspection of the Commission (Office of the Leading Party Members’ Group for Disciplinary Inspections). Perform disciplinary inspections in the Commission and units directly under it. Be responsible for improving Party conduct and upholding integrity in the sector. Draw up disciplinary inspection related plans, regulations and systems of the Leading Party Members’ Group, and organize their implementation.

(38) Labour Union. Perform work of the Labour Union in the Commission and units directly under it.

(39) Retired Cadre Division. Perform retired cadre related work, and guide retired cadre related work of affiliated units.
