Notice of Beijing Municipal Commission of Planning and Natural Resources and Beijing Municipal Public Security Bureau on Standardizing the Door and Building Numbering System (Trial)

To all units concerned,

To improve the business environment, cut unnecessary procedures and raise the work efficiency, according to decisions made by the People's Government of Beijing Municipality, starting from March 31, 2022, Beijing Municipal Commission of Planning and Natural Resources, under the entrustment of Beijing Municipal Public Security Bureau, will organize the work of numbering doors and buildings of new construction projects at the stage of issuing the planning permit. Relevant matters are hereby notified:

1. Relevant Functions and Duties of Beijing Municipal Commission of Planning and Natural Resources

Starting from March 31, 2022 (inclusive), Beijing Municipal Commission of Planning and Natural Resources will, at the stage of issuing the planning permit, start the work of numbering doors and buildings of new construction projects within the administrative area of Beijing Municipality [including door numbers and building numbers, as well as unit and room numbers for residential buildings].


When the Real Estate Certificate is issued for a construction project, Beijing Municipal Commission of Planning and Natural Resources will send the door and building number-related information (including standard addresses and the number of plates to be made and installed) to Beijing Municipal Public Security Bureau.

2. Relevant Functions and Duties of Beijing Municipal Public Security Bureau

Prior to March 31, 2022, doors and buildings of under-construction projects that haven't been numbered by Beijing Municipal Commission of Planning and Natural Resources, Beijing Municipal Public Security Bureau will be responsible for finishing the numbering and plate installing work.

Beijing Municipal Public Security Bureau is responsible for handling the door and building number application matters for old legal buildings and rural homesteads, and sending the standard addresses of doors and buildings corresponding to the door and building numbers to Beijing Municipal Commission of Planning and Natural Resources.

Beijing Municipal Public Security Bureau is responsible for inspecting and managing door and building number plates in the administrative area of Beijing Municipality. Where a door or building number plate is not installed as required, or loose, covered, damaged or lost, Beijing Municipal Public Security Bureau should promptly correct, maintain or replace it.

Beijing Municipal Public Security Bureau is responsible for training Beijing Municipal Commission of Planning and Natural Resources. For work involving responding to a report, a visit and an application for reconsidering an adjudication, Beijing Municipal Public Security Bureau will bear the legal liability, and Beijing Municipal Commission of Planning and Natural Resources is responsible for cooperating with Beijing Municipal Public Security Bureau by timely providing written opinions for the response, submitting the evidence and other relevant documents based on which the original administrative decision was made, and providing other potential assistance. If, after the reconsideration and trial, the reconsideration organ or the court changes, revokes, confirms the original administrative decision, or orders to perform or rectify an administrative act within a certain time limit, Beijing Municipal Public Security Bureau will, according to the law, guide and supervise Beijing Municipal Commission of Planning and Natural Resources to implement the reconsideration decision and court judgment.

3. Procedures for New Projects

(1) Door and Building Pre-numbering

The construction unit shall pre-number the doors and buildings of the project [including building number, unit number and room number] in accordance with the Measures on Managing Door and Building Number Plates in Beijing and the Standards for Producing Door and Building Number Plates in Beijing, and when applying for Multiple Regulation Compliance Confirmation by Multiple Authorities (MRCCMA), provide the Application Form for Confirmation of Door and Building Numbers in Beijing, and the Table of Unit and Room Numbers for Multi-unit Residential Building, or Table of Room Numbers for Single-unit Residential Building or Table of Door Numbers for Office Building (see Annex for such Tables) according to the actual conditions of the project.

For projects that have obtained MRCCMA and the door and building numbers of which need to be adjusted, civil funded low-risk projects that don't need to obtain MRCCMA, and projects under the "One Meeting and Three Letters" program, when the construction units apply for the planning permits, corresponding materials required should be provided.

(2) MRCCMA

When construction units applying for MRCCMA, Beijing Municipal Commission of Planning and Natural Resources will, according to the actual situations, determine door numbers, and check whether the building numbers, unit numbers and room numbers arranged by the construction unit conform to the requirements of the Measures on Managing Door and Building Number Plates in Beijing and the Standards for Installing Door and Building Number Plates in Beijing. Comprehensive opinions of the multiple authorities about the multiple regulation compliance confirmation application (the "Comprehensive Opinions") will be notified to construction units in the form of written letter.

(3) Planning Permit Issuance

When construction units apply for planning permits, if the door and building number-related information has been fully adjusted according to the Comprehensive Opinions, Beijing Municipal Commission of Planning and Natural Resources will issue planning permits to them and warn them in the "Recommendation" section of the letter replying the planning permit application not to further change the door and building numbers. 

Construction units should then contact the producers entrusted by Beijing Municipal Public Security Bureau with the Confirmed Door Numbers for Producing Door Number Plates and Confirmed Building Numbers for Producing Building Number Plates to have the number plates produced, and then install them according to the Standards for Installing Door and Building Number Plates in Beijing.

If door and building number-related information in the design drawings submitted by a construction unit for applying for the planning permit hasn't been fully adjusted according to the Comprehensive Opinions, or the project doesn't need to obtain MRCCMA, Beijing Municipal Commission of Planning and Natural Resources will, according to the actual situations, determine door numbers for the project, and check whether the building numbers, unit numbers, and room numbers arranged by the construction unit conform to the requirements of the Measures on Managing Door and Building Number Plates in Beijing and the Standards for Installing Door and Building Number Plates in Beijing. The construction unit can log in to the website of Beijing Municipal Commission of Planning and Natural Resources after receiving relevant notice via SMS to inquire and download the confirmation results.

If the design drawings submitted by a construction unit do not contain pre-numbered door and building numbers, Beijing Municipal Commission of Planning and Natural Resources will, in the "Construction Unit Information" section of the letter replying the planning permit application, remind the construction unit to pre-number the doors and buildings in accordance with the Measures on Managing Door and Building Number Plates in Beijing.

(4) Planning Verification

At the planning verification stage, Beijing Municipal Commission of Planning and Natural Resources will check if the number plates have been installed according to the confirmed door and building numbers. If the number plates haven't been installed, Beijing Municipal Commission of Planning and Natural Resources will inform construction units of completing the installation before they apply for real estate registration, and provide on-site photos of the installed door and building number plates when they apply for real estate registration.

(5) Real Estate Registration

In real estate registration stage, if the door and building number plates have been produced and installed at the planning verification stage, Beijing Municipal Commission of Planning and Natural Resources will conduct the registration according to the planning verification results; otherwise, Beijing Municipal Commission of Planning and Natural Resources will conduct the registration according to the aforesaid on-site photos, and at the same time, send the door and building numbering information to Beijing Municipal Public Security Bureau for supervision. For those who have not installed door and building number plates, Beijing Municipal Public Security Bureau will punish them in accordance with applicable regulations.
