Opinions of the Beijing Municipal Commission of Planning and Natural Resources on Improving the Engineering Survey for Socially-invested Low-risk Engineering Construction Projects

         To improve the Several Regulations on Optimising the Approval Services for New Socially-invested Simple and Low-risk Engineering Construction Projects (Jing Zheng Ban Fa [2019] No. 9) and the Notice on Printing and Issuing the “Opinions on Improving the Approval Services for Simple and Low-risk Engineering Construction Projects” (Jing Gui Zi Fa [2019] No. 439), as well as to improve the quality of construction project survey services, these opinions have been specially formulated—in line with the overall goals of “reducing approval procedures, time and costs as well as improving quality”—in combination with the requirements for Beijing’s new reform on the business environment.

 

I. Disclosure of information on the city’s geological conditions and geological disaster prevention and control requirements

 

On the website of the Beijing Municipal Commission of Planning and Natural Resources (http://ghzrzyw.beijing.gov.cn/), the following information is disclosed under the heading “Government Transparency -> Special Subjects -> Prevention and Control of Geological Disasters”:  a map of zones susceptible to geological disasters around Beijing; and the notification regarding 16 administrative districts’ geological conditions and disaster prevention and management requirements. This information can be used as initial reference material for planning low-risk engineering construction projects funded by social investment.

 

II. Government subsidy model for the survey of low-risk engineering construction projects

 

For low-risk projects with complex geological conditions which require further engineering survey, surveys should be completed by a qualified investigation unit. To reduce the cost to enterprises, the Beijing Municipal Commission of Planning and Natural Resources shall, based on the project’s scale, bear the cost of the engineering survey by means of government subsidy. Please see the annex for the subsidy standard.

 

 (1) For new construction, renovation or expansion of low-risk projects on self-owned land (including unlisted collective construction land), a construction unit shall entrust a qualified investment unit to conduct the engineering survey. After completing the project survey with a qualified survey unit entrusted by itself, the construction unit shall apply to the Beijing Municipal Commission of Planning and Natural Resources for expense subsidies before December 31 of the same year.

 (2) For newly built low-risk projects on transferred land (including listed collective construction land) with construction planning already completed, the engineering survey shall be completed before the land transfer. For land whose construction planning has not been completed and requires further engineering survey, government subsidies for survey expense can be applied according to the above article (1) after the construction subject is determined and the construction planning is finished.

 

III. Effective Date

 

These improvement opinions shall take effect on January 1, 2021 (subject to the date on construction projects’ planning permits). In case of any discrepancy between these improvement opinions and the Opinions of the Beijing Municipal Commission of Planning and Natural Resources on the Engineering Survey of Socially-invested Simple and Low-risk Engineering Construction Projects (Jing Gui Zi Han [2019] No. 2812), these improvement opinions shall prevail, and the specific method of applying for survey subsidies shall be separately notified.
