Vice-Minister WANG Min Inspected the Situation of Rainstorm Disaster in Beijing and instructed the relief and rebuilding

  On July 31, WANG Min, Member of the Ministry of Land and Resources, CPC, Leading Party Group, Vice-Minister of the Ministry of Land and Resources, and Director of the China Geological Bureau, as well as the person in charge of the Geological Environment Division, inspected the situation of rainstorm disaster in HuangShanDian village, ZhouKouDian township and the resettlement region for affected villagers in GongZhuFen, YanCun township, accompanied by CHEN Gang, Standing Member of the Beijing Municipal Party Committee and Vice-Mayer of Beijing, WEI Chenglin, Director of the Beijing Municipal Bureau of Land and Resources (BMBLR), LI Yanfei, Deputy-Director of BMBLR, as well as the persons responsible for the FangShan District Party Committee and the District Government.
  Mr. WANG also listened to the reports on the prevention and control of rainstorm disaster in Beijing and work plan of disaster relief and rebuilding in FangShan, and highly praised the rapid response mechanism of the municipal committee and government upon geological disaster prevention and control, especially 7.21 Beijing Rainstorm Disaster. He also put forward the following requirements for next-step disaster relief and after-care work: 1. Have a clear understanding of current rigid situation and difficulties; after the 7.21 Rainstorm Disaster, secondary geological hazards would easily take place due to saturated land in mountain areas, so risk inspection should be enhanced, especially for villages, population accumulation areas, main traffic lines and important scenic spots. 2. Further perfect emergency plan of disaster prevention. Based on the questions disposed during the 7.21 Rainstorm Disaster, relieving measures should be perfected and emergency plan should be revised. 3. Strengthen the forecast and precautionary net system; drilling should be enhanced in geological-disaster-prone areas, the forecast and precautionary net system should be set up to improve the people's ability to save by themselves and mutually; the affected population should be timely resettled upon the disaster.
  Vice-Mayor Chen Gang thanked the MLR for long-term supports, and required related districts and divisions to strictly put the Vice-Minister's instructions into practice. He also stated that related division should do well the building of turnover houses according to the instructions of the municipal committee and government to timely resettle the affected population. Furthermore, Mr. CHEN stressed that the geological disaster prevention and control should be a first priority; related divisions should actively work with professional investigation group to overall find out hidden hazards, well monitor and make an early warning to prevent secondary disaster from occurring and causing losses.
