Zhang Wei

Zhang Wei

Zhang Wei, male, Han nationality, born in November 1967 in Shanghai. Zhang is a CPC member since March 1987. He started his career in August 1987 after graduating from the Public Management major (M.A.) of Peking University’s School of Government. He also holds M.A in Urban Planning and Management from Peking University’s Department of Urban and Regional Sciences. Zhang is a Senior Engineer and currently serves as the Party Secretary and Director-General of Beijing Municipal Commission of Planning and Natural Resources. He’s also the Director-General of Capital Planning and Construction Committee, and Chief Supervisor of Beijing Municipal Commission of Planning and Natural Resources. 

Zhang used to serve as Deputy Director of Beijing Xicheng District Urban Planning Administration and Director of District Planning Management Information Center; Party Secretary and Director of Xicheng Urban Planning Administration; Party Secretary and Director of Xicheng Urban Planning Bureau; Party Leader of Xicheng Branch of Beijing Municipal Planning Commission (Office of Capital Planning and Construction Committee); Director of the Construction Project Management Division II of the Beijing Municipal Planning Commission (Office of Capital Planning and Construction Committee); Member and Deputy Director of the Party Leadership Group of Beijing Municipal Planning Commission (Office of Capital Planning and Construction Committee); Member of the Party Leadership Group, and Deputy Director of the Beijing Municipal Bureau of Land and Resources; Deputy Secretary and Deputy Director of the Beijing Municipal Bureau of Land and Resources; Deputy Secretary-General (bureau level) of the Beijing Municipal Government; Party Leadership Group Secretary and Director-General of the Beijing Municipal Planning and Land Resources Management Commission (Office of Capital Planning and Construction Committee).

Zhang oversees the overall management of the Commission and rectification of issues identified by Central Inspection Teams and audits.

Zhang is also responsible for liaison with Beijing Municipal Institute of City Planning and Design. 


Liu Yumin

Liu Yumin

Liu Yumin, male, Han nationality, born in July 1966 in Quyang of Hebei. Liu is a member of the Communist Party of China since May 1985. He started his career in August 1990. Liu is a Senior Engineer holding a bachelor degree (architectural major in the Department of Architecture, Tsinghua University) and a Ph.D. in Engineering from Tsinghua University’s School of Architecture. He is currently a member of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources, and Deputy Director-General (bureau level) of the Office of Capital Planning and Construction Committee, and the Director of the Planning and Construction Department of the Organizing Committee of Beijing 2022 Winter Olympics and Paralympic Games .

He used to serve as Assistant Investigator of the Planning Division of Beijing Urban and Rural Planning Commission; Assistant Investigator of the Planning Division,Chief of the Key Project Review Division, Chief of the Detailed Planning Division, and Deputy Chief Planner of Beijing Municipal Planning Commission (Office of Capital Planning Commission); Deputy Head of the Yanqing County Government; Member (deputy-bureau level) of Beijing Municipal Planning Commission (Office of Capital Planning Commission); Member and Deputy Director of the Party Leadership Group of Beijing Municipal Planning Commission (Office of Capital Planning Commission); Executive Deputy Director (bureau-level) of Venue Planning and Construction Department, and Sustainable Development Department of the Organizing Committee of the Beijing 2022 Winter Olympics and Paralympic Winter Games.

Liu Yumin oversees the day-to-day management of the Commission, and takes charge in the Capital Planning Committee’s Planning Office of Capital Core Zone and Administrative Function Planning Office. 


Xiao Ping

Xiao Ping

Xiao Ping, male, Han nationality, born in April 1965 in Cili of Hunan. Xiao is a member of the Communist Party of China since March 1989. He started his career in July 1990 and holds a Bachelor Degree of Engineering (majoring in Management Engineering) from North China University of Technology’s School of Economics and Management. He is currently the Deputy Secretary of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources and the Commission’s Deputy Director-General.

Xiao used to serve as former Deputy Director of Shijingshan District Construction Committee, Deputy Director of Shijingshan Municipal Management Committee, Director of Shijingshan Key Project Construction Center, Executive Deputy Director (director level) of Shijingshan District 2008 Environmental Construction Headquarters Office; Director of Beijing Shijingshan District 2008 Environmental Construction Command Office; Deputy Director of the District Municipal Management Committee; Deputy Secretary and Director of the Party Committee of the Construction Committee of Shijingshan District; Deputy Secretary and Director of the Party Committee of the Beijing Shijingshan District Housing and Urban-Rural Development Committee; Deputy District Mayor of Shijingshan Government; Member of Standing Committee of CPC Shijingshan Committee and Deputy District Mayor of Shijingshan District Government.

Xiao oversees the Coordination Division, HR Division, Party Affairs Division, Discipline Division (Discipline Inspection Office of the Party Leadership Group), Workers’ Union, Retiree’s Office, Law Enforcement Team on Planning and Natural Resources, and Retiree’s Service Center. 

Xiao works in liaison with Beijing Urban-Rural Fringe Area Construction Leadership Team Office, and the Commission’s Changping District Branch. 



Zhou Nansen

Zhou Nansen

Zhou Nansen, male, Han nationality, born in December 1963 in Wuxi, Jiangsu. Zhou is a member of the Communist Party of China since June 1994. He started his career in July 1986 and is now a professor-level Senior Engineer with a Bachelor Degree of Engineering (Water Resources Planning and Utilization) from the Department of Hydropower Engineering of Hehai University. He is currently a member of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources, and the Commission’s Deputy Director-General. Zhou is a Level-I Counsel, and Deputy Director (concurrently) of the Office of Capital Planning and Construction Committee.

Zhou used to serve as Deputy Director, and Director of the Municipal Affairs Division of Beijing Planning Committee (Office of Capital Planning and Construction Committee); member (at deputy bureau level) of Beijing Planning Committee (Office of Capital Planning and Construction Committee); member of Beijing Municipal Traffic Committee; member of Party Leadership Group, and Deputy Director-General of Beijing Planning Committee (Office of Capital Planning and Construction Committee); member of Party Leadership Group, and Deputy Director-General of Beijing Municipal Commission of Planning and Land Resources Management (Office of Capital Planning and Construction Committee); and member of Beijing Traffic Committee (concurrently). 

Zhou oversees the General Office, the Secretariat of Capital Planning and Construction Committee, and the Committee’s Policy Research Division (Experts Liaison Center) as well as the Committee’s Historic and Cultural City Preservation Division.

Zhou works in liaison with the Commission’s Dongcheng and Xicheng District Branch. 


Shi Weiliang

Shi Weiliang

Shi Weiliang, male, Han nationality, born in August 1964 in Rudong, Jiangsu. He is a member of the Communist Party of China since May 1985. He started his career in August 1988 and is a professor-level Senior Engineer holding a Bachelor Degree in Engineering (architectural major in the Department of Architecture) from Tsinghua University. He is currently a member of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources, and the Commission’s Deputy Director-General.

Shi Weiliang used to serve as Deputy Director, Director of the Detailed Planning Office of Beijing Urban Planning and Design Institute; Director of the Institute’s General Planning Office; Vice President of Beijing Urban Planning and Design Institute; Member of the Party Leadership Group, and Chief Planner of Beijing Municipal Planning Commission (Office of Capital Planning and Construction Committee); President of Beijing Urban Planning and Design Institute; Member of the Party Leadership Group and Chief Planner of Beijing Municipal Planning Commission (Office of Capital Planning and Construction Committee); President of Beijing Urban Planning and Design Institute and Deputy Director of Beijing Pairing Support and Economic Cooperation Leading Group Office; Chief Planner of the Beijing Municipal Planning and Land Resources Management Commission (Office of Capital Planning and Construction Committee); President of Beijing Urban Planning and Design Institute and Deputy Director of the Office of the Leading Group Office of Beijing Pairing Support and Economic Cooperation Leading Group Office.

Shi oversees the Commission’s Urban Design Division, Planning Execution Division I, II and III as well as Beijing Urban Sculpture Construction Management Office.

Shi works in liaison with the Commission’s Chaoyang and Haidian District Branch. 


He Fengying

He Fengying

He Fengying, female, Han nationality, born in May 1969 in Pingyuan of Shandong. She is a member of the Communist Party of China since June 1992 and started her career in July 1987. She is a senior political worker and editor holding a Master Degree from the Central Party School’s Department of Legal Theories. She is currently a member of the 12th Municipal Committee for Discipline Inspection, a member of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources, and Head of the Discipline Inspection and Supervision Team of Beijing Municipal Discipline Inspection Committee at the Beijing Municipal Commission of Planning and Natural Resources.

He Fengying has served as Discipline Inspection Supervisor (deputy director-level) in the Editorial Office of the Beijing Municipal Discipline Inspection Committee; Discipline Inspection Supervisor (deputy director-level and then director level) in the Publicity and Education Office of Beijing Municipal Discipline Inspection Committee; Deputy Head of the Discipline Inspection Group and Director of the Supervision Department of Beijing Municipal Services Administration; Deputy Head of the Discipline Inspection Group and Director of the Supervision Department of the Beijing Municipal Commission of Municipal Appearance; Member of the Party Leadership Group and Leader of the Discipline Inspection Group of the Beijing South-to-North Water Transfer Office; Member of the Party Leadership Group of the Beijing Municipal Planning and Land Resources Management Commission (Office of Capital Planning and Construction Committee).

He Fengying oversees the Discipline Inspection Team of Beijing Municipal Discipline Inspection Committee at the Beijing Municipal Commission of Planning and Natural Resources. 



Yang Jun

Yang Jun

Yang Jun, female, Han nationality, born in May 1969 in Qinhuangdao, Hebei. She is a member of the Communist Party of China since June 1992. She started her career in August 1992 and is a Senior Engineer holding a Bachelor Degree in Urban Planning from Chongqing Institute of Civil Engineering and Architecture, and a Master Degree of Engineering from the Department of Architecture, Beijing Civil Engineering and Architecture University. Yang is currently a member of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources, Deputy Director-General of the Commission and Head of its General Planning Division.

She used to serve as Deputy Director and Director of the Detailed Planning Division of the Beijing Municipal Planning Commission; Secretary of the Party Leadership Group and Director of Fengtai Branch of the Beijing Municipal Planning Commission; Director of the Planning Management and Land Utilization Division I and Director of the General Planning Division of the Beijing Planning and Land Resources Management Commission; Director of the General Planning Division of Beijing Municipal Commission of Planning and Natural Resources, Chief Planner and Director of the General Planning Division, and a Level-I Counsel.

She oversees the Research Office (Publicity Division), Master Planning Division, Detailed Planning Division (Urban Renewal Division), Rural Planning Division, Education Center, and Beijing Land Resources Surveying and Planning Center.

Yang is also in charge of the Planning and Natural Resources Management Division of the Party Working Committee of Beijing Municipal Administrative Center, as well as the Center’s Land and Space Planning Division, and Implementation Promotion Division.

Yang works in liaison with the Commission’s Tongzhou and Daxing Branch and the Branch in Beijing Economic-Technological Development Area. 


Li Jin

Li Jin

Li Jin, male, Han nationality, born in May 1972 in Longkou, Shandong. Li is a member of the Communist Party of China since May 1993 and he started his career in July 1994. Li is a Senior Engineer holding a Bachelor Degree in Industrial and Civil Engineering from the Department of Civil Engineering, Dalian University of Technology, and a Master Degree of Engineering from Tsinghua University’s School of Architecture. He is currently a member of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources, and the Commission’s Deputy Director-General.

Li used to serve as member of the Party Leadership Group and Deputy Director of the Changping Branch of the Beijing Municipal Planning Commission; Deputy Director of the Construction Project Management Division I and Director of the Detailed Planning Division; Secretary of the Party Leadership Group and Director of the Changping Branch; Secretary of the Party Leadership Group and Director of the Chaoyang Branch of Beijing Municipal Planning and Land Resources Management Commission; Secretary of the Party Leadership Group, Director, and Level-I Counsel of Chaoyang Branch of Beijing Municipal Commission of Planning and Natural Resources.

Li oversees the Commission’s Natural Resources Development and Utilization Division, Beijing Land Use Affairs Center, and Beijing Land Storage Center. 

Li works in liaison with the Commission’s Huairou and Miyun Branch.  


Zhang Yaqin

Zhang Yaqin

Zhang Yaqin, female, Han nationality, born in January 1966 in Langfang, Hebei. Zhang started her career in August 1988 and is a Senior Engineer holding a Bachelor Degree in Railway Engineering from the Department of Civil Engineering, Northern Jiaotong University. Zhang currently serves as Deputy Director-General of the Beijing Municipal Commission of Planning and Natural Resources.

Zhang used to serve as Deputy Director and Director of the Municipal Traffic Engineering Management Division of the Beijing Municipal Planning Commission (Office of Capital Planning and Construction Committee); and the Commission’s Director and Member (deputy-bureau Level) of the Infrastructure Division I, Deputy Inspector of the Beijing Municipal Commission of Planning and Natural Resources, and Level-II Counsel.

Zhang oversees the Commission’s Comprehensive Traffic Planning Management Office, Rail Transit Planning Management Office, Municipal Facilities Planning Management Office, and Beijing Urban and Rural Planning Standardization Office.

Zhang works in liaison with the Commission’s Shunyi Branch. 


Chen Shaoqiong

Chen Shaoqiong

Chen Shaoqiong, female, Han nationality, born in July 1974 in Xianyou, Fujian. She is a member of the Communist Party of China since November 1993. She started her career in July 1998 and is now an economist holding a Ph.D. of Laws from the Major of Administrative Law of China University of Political Science and Law, and also a Master Degree from the University’s Department of Administrative Law. Chen now serves as a member of the Party Leadership Group, and Deputy Director-General of the Beijing Municipal Commission of Planning and Natural Resources, and Director of the Commission’s Legal Affairs Division.

Chen used to serve as Deputy Director of the Cultivated Land Protection Division of the Beijing Municipal Bureau of Land and Resources; Director of the Beijing Municipal Land and Resources Surveying and Planning Center; Director of the Planning Division of the Beijing Municipal Bureau of Land and Resources; Director of the Legal Affairs Division of the Beijing Municipal Planning and Land Resources Management Commission; Director of the Legal Affairs Division of the Beijing Municipal Commission of Planning and Natural Resources.

She oversees the Commission’s Legal Affairs Department, Administrative Approval Coordination Office (Archives Management Office), Construction Project Verification Office, Natural Resources Confirmation and Registration Office, Construction Project Fire-control Design Review Office, and Beijing Urban Construction Archives.

Chen works in liaison with the Commission’s Jingshan Branch. 


Shi Xiaodong

Shi Xiaodong

Shi Xiaodong, male, Han nationality, born in November 1970 in Tianjin. He’s a member of the Communist Party of China since August 2007. Shi Xiaodong started his career in April 1996 and is now a professor-level Senior Engineer holding a Master Degree in Engineering from the Department of Urban Planning and Design of Tianjin University. He is currently a member of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources, and Party Secretary and President of the Beijing Urban Planning and Design Institute.

He used to serve as Chief Engineer, Director of the Chief Engineering Office, Deputy Chief Planner and Director of the Chief Engineering Office, Deputy Chief Planner and Director of the Planning Research Office, Vice President and Director of the Planning Research Office, and Party Committee Member of the Urban Design Institute of Beijing Urban Planning and Design Institute; Vice President, Director of the Planning Research Office, Secretary of the Party Committee, and President of the Institute.

Shi Xiaodong oversees the general work of Beijing Urban Planning and Design Institute, and is in charge of the Secretariat of Urban Working Office of CPC Beijing Municipal Committee, and Beijing Planning and Exhibition Center. 


Ding Xiao

Ding Xiao

Ding Xiao, male, Han nationality, born in May 1968 in Yongcheng, Henan. He is a member of the Communist Party of China since June 2005. Ding started his career in July 1990 and is now an economist holding a Master Degree in Agriculture from the Graduate School of Chinese Academy of Agricultural Sciences. Ding is currently a Chief Engineer at the Beijing Municipal Commission of Planning and Natural Resources.

Ding has served as Deputy Chief, and Chief of the Land Acquisition Division of Beijing Municipal Bureau of Land Resources and Housing; Deputy Chief Planner, Party Committee Member, and Chief Planner of Beijing Municipal Bureau of Land and Resources; and Chief Engineer of Beijing Municipal Commission of Planning and Land Resources Management (Office of Capital Planning and Construction Committee).

Ding oversees the Commission’s Land and Space Ecological Restoration Office (Mineral Resources Management Office), the Geological Surveying Management Office, Finance Office, and the Financial Payment and Accounting Center.

Ding Xiao works in liaison with Beijing Institute of Geology and Mineral Exploration, and the Commission’s Mentougou and Fangshan Branch.




Qin Mingjian

Qin Mingjian

Qin Mingjian, female, Han nationality, born in December 1966 in Jinan, Shandong. Qin is a member of the Communist Party of China since June 1996. She started her career in August 1989, and is now a professor-level Senior Engineer holding a Master Degree in Civil Engineering from Beijing Urban Architecture Engineering College, she also holds a Bachelor Degree from the College’s Department of Architecture. Qin now serves as Deputy Chief Inspector of Beijing Municipal Commission of Planning and Natural Resources.

Qin used to serve as an Assistant Counsel in the Urban District Division of the Beijing Municipal Urban Planning Administration; Deputy Director of the Key Project Review Office of the Beijing Municipal Planning Commission, Deputy Director of the Urban District Office, Deputy Director of the Construction Engineering Management Division I, Director of the Construction Engineering Management Division II, and Director of the Legal Affairs Division; Deputy Chief Planner and Director of the Legal Affairs Division; Director of the Detailed Planning Division of the Beijing Planning and Land Resources Management Commission; Director of the Planning and Natural Resources Inspection Division, and Level-I Counsel of the Beijing Municipal Commission of Planning and Natural Resources.

She oversees the Commission’s Natural Resources Protection Office, Planning and Natural Resources Inspection Office (Beijing General Inspection Office of Municipal Planning and Natural Resources).

Qin works in liaison with the Commission’s Pinggu Branch.


Liu Xuan

Liu Xuan

Liu Xuan, male, Han nationality, born in February 1963 in Xuchang, Henan. Liu is a member of the Communist Party of China since December 1984. He started his career in July 1985 and is now a researcher holding a Bachelor Degree in Economics from the Department of Industrial Economics, Beijing College of Economics. He is currently a Level-I Counsel of the Beijing Municipal Commission of Planning and Natural Resources.

Liu used to serve as Deputy Director (executive) and Director of the Rural Economic System Division of the Beijing Municipal Commission for Economic Restructuring; Director of the Industry and Market System Division of Beijing Municipal Commission for Economic Restructuring; Director of the Industrial Development Division of Beijing Municipal Development and Reform Commission; Deputy Director of the Institute of Social Development (division level); Director of the Economic System Comprehensive Reform Division of Beijing Municipal Development and Reform Commission, and Director of the Municipal Industry Association and Market Intermediary Development Office; member of the Social Work Committee of the Beijing Municipal Party Committee; Deputy Inspector of the Municipal Office of Social Affairs, Member of the Social Work Committee of the Beijing Municipal Party Committee, deputy director of the Municipal Office of Social Affairs, member of the Party Leadership Group and Deputy Director of the Beijing Municipal Water Affairs Bureau; leader of the Discipline Inspection Group of the General Office of the Beijing Municipal Party Committee; leader of the Discipline Inspection and Supervision Group of the General Office of the Beijing Municipal Committee; Deputy Secretary of the Party Leadership Group of Beijing Municipal Commission of Planning and Land Resources Management (Office of Capital Planning and Construction Committee); Deputy Secretary of the Party Leadership Group of the Beijing Municipal Commission of Planning and Natural Resources and a Level-I Counsel.

Xie Junqi

Xie Junqi

Xie Junqi, male, Han nationality, born in November 1962 in Wangdu, Hebei. Xie is a member of Jiu San Society since April 1988. He started his career in July 1983, and is now a researcher holding a Ph.D. in Agriculture from China Agricultural University. He also holds a Bachelor Degree in Geography from Hebei Normal University. Xie is an official at deputy-bureau level at the Beijing Municipal Commission of Planning and Natural Resources.

Xie used to serve as Deputy Director and Senior Engineer of the Land Utilization Institute of the China Land Survey and Planning Institute of the State Land Administration; Deputy Director of the Planning Division of the International Cooperation and Science/Technology Department of the Ministry of Land and Resources; Vice President of the China Land Survey and Planning Institute of the Ministry of Land and Resources; Deputy Director-General of Beijing Municipal Bureau of Land and Resources; and Deputy Director-General of Beijing Municipal Commission of Planning and Land Resources Management (Office of Capital Planning and Construction Committee).

Xie oversees the Commission’s Natural Resources Investigation and Monitoring Office, the Natural Resources Owner’s Equity Office, and the Beijing Land Rights Registration Affairs Center (Mineral Resources Reserve Review Center).



Tao Zhihong

Tao Zhihong

Tao Zhihong, female, Han nationality, born in January 1965 in Nanning, Guangxi. Tao is a member of the Communist Party of China since April 1987. She started her career in August 1990 after graduating with a Master Degree in Human Geography, Sun Yat-sen University. She also holds a Ph.D. in Human Geography from Peking University’s Department of Urban and Environmental Sciences. Tao is an Associate Professor and a Senior Economist. She is currently a Level-II Counsel of the Beijing Municipal Commission of Planning and Natural Resources.

She used to serve as the Deputy Director of the Planning and Technology Division of the Beijing Municipal Bureau of Land Resources and Housing; Deputy Director of the Planning Division of the Beijing Municipal Bureau of Land and Resources; Director of the Beijing Land and Resources Survey and Planning Center; Director of the Beijing Municipal Land and Resources Survey and Planning Center; and Head of Natural Resources Division of Beijing Municipal Bureau of Land and Resources; Vice President of Beijing University of Information Technology; Deputy Inspector of the Beijing Municipal Commission of Planning and Land Resources Management (Office of Capital Planning and Construction Committee), Deputy Inspector of the Beijing Municipal Commission of Planning and Natural Resources.

Tao oversees the Commission’s Land Surveying and Mapping Office, Place Names and Geographic Information Management Office, Survey and Design Management Office, Science and IT Office, and the Data Management Center.

Tao Zhihong works in liaison with the Beijing Institute of Surveying and Mapping, and the Commission’s Fengtai Branch.







Zhou Xufeng

Zhou Xufeng

Zhou Xufeng, male, Han nationality, born in July 1966 in Yugan, Jiangxi. Zhou is a member of the Communist Party of China since June 1986. He started his career in October 1983 after graduating with a Master Degree in Laws from PLA Xi’an Political Science College. He also holds a Bachelor Degree in Economic Management from the Central Party School’s Correspondence College. Zhou now serves as a Level-II Counsel of the Beijing Municipal Commission of Planning and Natural Resources.

Zhou has served as Deputy Secretary and Deputy Director of the Armed Police Fujian Command Office; Director of the Armed Police Golden Command Office; Deputy Commander of the Armed Police Golden First Corps (performing the duties of the former principal of the Armed Police Golden Technical School); Deputy Inspector of Beijing Municipal Bureau of Land and Resources; Member (deputy-bureau level) of the Beijing Municipal Commission of Planning and Land Resources Management (Office of Capital Planning and Construction Committee); and Deputy Inspector of the Beijing Municipal Commission of Planning and Natural Resources.

Zhou oversees the Commission’s Letters and Visits and Information Disclosure Office, Beijing Real Estate Registration Affairs Center, the Logistics Service Center, and the Guest House of Beijing Municipal Bureau of Land and Resources.

Zhou assists in overseeing the Commission’s Audit Division.

Zhou Xufeng works in liaison with the Commission’s Yanqing Branch.
